Bill Title: Amends the Counties Code. Provides that, on the website of each State's Attorney, the State's Attorney shall publish quarterly reports that include, at a minimum, the following information: (1) the number of all charges commenced by the State's Attorney for offenses within the county, classified by type and class; (2) the number of arrests referred to the State's Attorney for prosecution by a law enforcement officer or law enforcement agency for offenses within the county, and the number of charges that were commenced by the State's Attorney as a result of those referrals; and (3) the number of arrests of first responders referred to the State's Attorney for prosecution by a law enforcement officer or law enforcement agency for offenses within the county, and the number of charges that were commenced by the State's Attorney as a result of those referrals. Amends the Uniform Crime Reporting Act. Provides that each law enforcement agency that refers an arrest made to State's Attorney shall report to the State's Attorney if the individual is a first responder.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Uniform Crime Reporting Act is amended by | |||||||||||||||||||||
5 | by adding Section 5-13 as follows:

7 | Sec. 5-13. First responder referrals to a State's | |||||||||||||||||||||
8 | Attorney. | |||||||||||||||||||||
9 | (a) As used in this Section: | |||||||||||||||||||||
10 | "First responders" means law enforcement officers, | |||||||||||||||||||||
11 | firefighters, emergency medical services personnel, as that | |||||||||||||||||||||
12 | term is defined in Section 3.5 of the Emergency Medical | |||||||||||||||||||||
13 | Services (EMS) Systems Act, and emergency room doctors, | |||||||||||||||||||||
14 | nurses, or staff. | |||||||||||||||||||||
15 | "Law enforcement agency" and "law enforcement officer" | |||||||||||||||||||||
16 | have the meanings ascribed to those terms in Section 10-10 of | |||||||||||||||||||||
17 | the Law Enforcement Officer-Worn Body Camera Act. | |||||||||||||||||||||
18 | (b) Each law enforcement agency that refers an arrest to | |||||||||||||||||||||
