Bill Title: Amends the Firearm Concealed Carry Act. Provides that the regulation, licensing, possession, registration, and transportation of components and accessories for handguns by concealed carry licensees are exclusive powers and functions of the State. Provides that any ordinance or regulation, or portion thereof, enacted on or before the effective date of the bill that purports to impose regulations or restrictions on components and accessories for handguns in a manner inconsistent with the Act shall be invalid in its application to licensees under the Act on the effective date of the bill. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Firearm Concealed Carry Act is amended by | ||||||||||||||||||||||||
5 | changing Section 90 as follows:

7 | Sec. 90. Preemption. The regulation, licensing, | ||||||||||||||||||||||||
8 | possession, registration, and transportation of handguns , | ||||||||||||||||||||||||
9 | components and accessories for handguns, and ammunition for | ||||||||||||||||||||||||
10 | handguns by licensees are exclusive powers and functions of the | ||||||||||||||||||||||||
11 | State. Any ordinance or regulation, or portion thereof, enacted | ||||||||||||||||||||||||
12 | on or before the effective date of this Act that purports to | ||||||||||||||||||||||||
13 | impose regulations or restrictions on licensees or handguns and | ||||||||||||||||||||||||
14 | ammunition for handguns in a manner inconsistent with this Act | ||||||||||||||||||||||||
15 | shall be invalid in its application to licensees under this Act | ||||||||||||||||||||||||
16 | on the effective date of this Act. Any ordinance or regulation, | ||||||||||||||||||||||||

18 | this amendatory Act of the 100th General Assembly that purports | ||||||||||||||||||||||||
19 | to impose regulations or restrictions on components and | ||||||||||||||||||||||||
20 | accessories for handguns in a manner inconsistent with this Act | ||||||||||||||||||||||||
21 | shall be invalid in its application to licensees under this Act | ||||||||||||||||||||||||
22 | on the effective date of this amendatory Act. This Section is a | ||||||||||||||||||||||||
23 | denial and limitation of home rule powers and functions under |
