Bill Title: Amends the State Board of Education Article of the School Code. Provides that the State Board of Education shall form an Air Quality in Schools Working Group to compile resources for elementary and secondary schools relating to indoor air quality in schools, including best practices for assessing and maintaining ventilation systems and information on any potential State or federal funding sources that may assist a school in identifying ventilation needs. Provides that the working group shall include representatives from the Department of Public Health, local public health professionals, ventilation professionals affiliated with a Department of Labor apprenticeship program, licensed design professionals, representatives from regional offices of education, school district administrators, teachers, and any other relevant professionals, stakeholders, or representatives of State agencies. Provides that the State Board shall implement an outreach plan to make the compiled resources available to elementary and secondary schools, including publication of the compiled resources on the State Board's website on or before August 1, 2024. Provides that the working group shall be dissolved upon the publication of the compiled resources. Provides that the State Board may, in consultation with the Department of Public Health or any other relevant stakeholders, update the compiled resources as necessary.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The School Code is amended by adding Section | ||||||
5 | 2-3.196 as follows:
| ||||||
6 | (105 ILCS 5/2-3.196 new) | ||||||
7 | Sec. 2-3.196. Air Quality in Schools Task Force | ||||||
8 | (a) The Air Quality in Schools Task Force is created. The | ||||||
9 | purpose of the task force is to study and make recommendations | ||||||
10 | to the General Assembly on air quality goals for elementary, | ||||||
11 | middle and high schools, processes to assess current | ||||||
12 | ventilation systems in schools, processes to improve | ||||||
13 | ventilation after assessment, and potential State and federal | ||||||
14 | funding sources to improve school school air quality in the | ||||||
15 | State. | ||||||
16 | The Commission shall consist of the following members: | ||||||
17 | (1) One member appointed by the Speaker of the House | ||||||
18 | of Representatives. | ||||||
19 | (2) One member appointed by the Minority Leader of the | ||||||
20 | House of Representatives. | ||||||
21 | (3) One member appointed by the President of the | ||||||
22 | Senate. | ||||||
23 | (4) One member appointed by the Minority Leader of the |

3 | Governor. | ||||||

11 | (8) One member from a labor union that trains | ||||||
12 | individuals to perform ventilation assessments and work on | ||||||
13 | ventilation systems in large buildings, appointed by the | ||||||
14 | State Superintendent of Education. | ||||||
15 | (9) One member from a labor union representing State | ||||||
16 | teachers, appointed by the State Superintendent of | ||||||
17 | Education. | ||||||
18 | (10) Two parents of students currently attending | ||||||
19 | school, appointed by the State Superintendent of | ||||||
20 | Education. | ||||||
21 | (b) The State Board of Education shall provide | ||||||
22 | administrative assistance and necessary staff support | ||||||
23 | services. | ||||||
24 | (c) The task force shall issue a report on air quality | ||||||
25 | goals for elementary, middle and high schools, processes to | ||||||
26 | assess current ventilation systems in schools, processes to |
