Bill Title: Amends the Dual Credit Quality Act. Provides that a partnership agreement between a school district and a community college district may allow a student to enroll in a dual credit course who does not otherwise meet the community college's academic eligibility requirements to enroll in the dual credit course. Sets forth requirements concerning such a partnership agreement. Effective immediately.

1 | AN ACT concerning education.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Dual Credit Quality Act is amended by | |||||||||||||||||||
5 | adding Section 23 as follows:
| |||||||||||||||||||
6 | (110 ILCS 27/23 new) | |||||||||||||||||||
7 | Sec. 23. Student enrollment eligibility. | |||||||||||||||||||
8 | (a) Notwithstanding any other provision of this Act or any | |||||||||||||||||||
9 | administrative rules to the contrary, the partnership | |||||||||||||||||||
10 | agreement between a school district and a community college | |||||||||||||||||||
11 | district may allow a student to enroll in a dual credit course | |||||||||||||||||||
12 | who does not otherwise meet the community college's academic | |||||||||||||||||||
13 | eligibility requirements to enroll in the dual credit course. | |||||||||||||||||||
14 | Under such a partnership agreement: | |||||||||||||||||||
15 | (1) the student shall receive the same instruction and | |||||||||||||||||||
16 | shall complete the same coursework as those students | |||||||||||||||||||
17 | enrolled in the course who do meet the academic | |||||||||||||||||||
18 | eligibility requirements; and | |||||||||||||||||||
19 | (2) the instructor of the dual credit course shall | |||||||||||||||||||
20 | meet the academic credential requirements to teach the | |||||||||||||||||||
21 | dual credit course, consistent with paragraphs (1), (2), | |||||||||||||||||||
22 | and (3) of Section 20 of this Act, but shall not be | |||||||||||||||||||
23 | required to exceed those credential requirements. |

1 | (b) Nothing in this Section shall be construed to allow | ||||||
2 | the awarding of dual credit to any student who does not meet | ||||||
3 | the requirements of the partnership agreement under subsection | ||||||
4 | (a).

5 | Section 99. Effective date. This Act takes effect upon | ||||||
6 | becoming law.
