Bill Title: Amends the Medical Patient Rights Act. Provides that a health care professional or health care provider shall not contact a collection agency to collect unpaid debt when a patient has a late payment or nonpayment of a medical bill for COVID-19 testing, nor shall the health care professional or health care provider report the late payment or nonpayment to a credit reporting agency. Effective immediately.

1 | AN ACT concerning regulation.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:

4 | Section 5. The Medical Patient Rights Act is amended by | ||||||
5 | adding Section 8 as follows:

6 | (410 ILCS 50/8 new) | ||||||
7 | Sec. 8. COVID-19 testing; debt. | ||||||
8 | (a) In this Section, "health care professional" means a | ||||||
9 | physician, physician assistant, nurse practitioner, a | ||||||
10 | registered professional nurse, advanced practice registered | ||||||
11 | nurse, emergency medical technician, or other individual | ||||||
12 | appropriately licensed or registered to provide health care | ||||||
13 | services. | ||||||
14 | (b) A health care professional or health care provider | ||||||
15 | shall not contact a collection agency to collect unpaid debt | ||||||
16 | when a patient has a late payment or nonpayment of a medical | ||||||
17 | bill for COVID-19 testing, nor shall the health care | ||||||
18 | professional or health care provider report the late payment | ||||||
19 | or nonpayment to a credit reporting agency.

20 | Section 99. Effective date. This Act takes effect upon | ||||||
21 | becoming law.
