Bill Title: Amends the Illinois Articulation Initiative Act. Provides that all public institutions shall submit and maintain up to 4 core courses in each of the Illinois Articulation Initiative majors (instead of all public institutions shall maintain up to 4 core courses in an Illinois Articulation Initiative major). Provides that all public institutions' Illinois Articulation Initiative major courses must be transferable as direct course equivalents toward the requirements of the major (instead of all public institutions shall determine if Illinois Articulation Initiative major courses are direct course equivalents or are elective credit toward the requirements of the major). Provides that an elementary and secondary education panel shall be convened by the Board of Higher Education and Illinois Community College Board.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Articulation Initiative Act is | ||||||||||||||||||||||||||||
5 | amended by changing Sections 15, 20, and 25 as follows:

7 | Sec. 15. Participation. All public institutions shall | ||||||||||||||||||||||||||||
8 | participate in the Illinois Articulation Initiative through | ||||||||||||||||||||||||||||
9 | submission and review of their courses for statewide transfer. | ||||||||||||||||||||||||||||
10 | All public institutions shall maintain a complete Illinois | ||||||||||||||||||||||||||||
11 | Articulation Initiative General Education Core Curriculum | ||||||||||||||||||||||||||||
12 | package, and all public institutions shall submit and maintain | ||||||||||||||||||||||||||||
13 | up to 4 core courses in each of the an Illinois Articulation | ||||||||||||||||||||||||||||
14 | Initiative majors major , provided the public institution has | ||||||||||||||||||||||||||||
15 | equivalent majors and courses. All public institutions shall | ||||||||||||||||||||||||||||
16 | provide faculty, as appointed by the Board of Higher Education | ||||||||||||||||||||||||||||
17 | for public universities and the Illinois Community College | ||||||||||||||||||||||||||||
18 | Board for public community colleges, to serve on panels in the | ||||||||||||||||||||||||||||
19 | review of courses.

22 | Sec. 20. Course transferability.

1 | (a) All courses approved for Illinois Articulation | ||||||
2 | Initiative General Education codes must be transferable as a | ||||||
3 | part of the General Education Core Curriculum package, | ||||||
4 | consistent with the specific requirements of the package. | ||||||
5 | Illinois Articulation Initiative General Education courses | ||||||
6 | taken during the public health emergency declared by | ||||||
7 | proclamation of the Governor due to the COVID-19 pandemic | ||||||
8 | during calendar year 2020 must be transferable for students | ||||||
9 | receiving a grade of "pass", "credit", or "satisfactory" and | ||||||
10 | shall fulfill the prerequisite requirements for advanced | ||||||
11 | courses. | ||||||
12 | (a-5) All public institutions' institutions shall | ||||||
13 | determine if Illinois Articulation Initiative major courses | ||||||
14 | must be transferable as are direct course equivalents or are | ||||||
15 | elective credit toward the requirements of the major. If the | ||||||
16 | receiving institution does not offer the course or does not | ||||||
17 | offer it at the lower-division level, the student shall | ||||||
18 | receive elective lower-division major credit toward the | ||||||
19 | requirements of the major for the course and may be required to | ||||||
20 | take the course at the upper-division level. | ||||||
21 | (b) Students receiving the full General Education Core | ||||||
22 | Curriculum package must not be required to take additional | ||||||
23 | lower-division general education courses.

1 | Sec. 25. Board of Higher Education and the Illinois | ||||||
2 | Community College Board duties.
| ||||||
3 | (a) The Board of Higher Education and the Illinois | ||||||
4 | Community College Board shall co-manage the implementation, | ||||||
5 | oversight, and evaluation of the Illinois Articulation | ||||||
6 | Initiative, including determining when panels must be | ||||||
7 | discontinued or convened and the specific requirements of the | ||||||
8 | General Education Core Curriculum. Panels must be convened | ||||||
9 | across the fields of General Education, Communications, | ||||||
10 | Humanities and Fine Arts, Life Sciences, Physical Sciences, | ||||||
11 | Social and Behavioral Sciences, Mathematics, Elementary and | ||||||
12 | Secondary Education, and other fields as determined by the | ||||||
13 | Board of Higher Education and the Illinois Community College | ||||||
14 | Board. | ||||||
15 | (b) The Board of Higher Education and the Illinois | ||||||
16 | Community College Board shall provide a joint report on an | ||||||
17 | annual basis to the General Assembly, the Governor, and the | ||||||
18 | Illinois P-20 Council on the status of the Illinois | ||||||
19 | Articulation Initiative and the implementation of this Act.
