20 | Sequestration Act (SAFE CCS).

18 | uranium and thorium mill tailings are generated or located, | ||||||
19 | and related costs for regulating the decontamination and | ||||||
20 | decommissioning of such facilities and for identification, | ||||||
21 | decontamination, and environmental monitoring of unlicensed | ||||||
22 | properties contaminated with such radioactive mill tailings.

23 | Section 65. The sum of $60,000, or so much thereof as may | ||||||
24 | be necessary, is appropriated from the Radiation Protection |

1 | Fund to the Illinois Emergency Management Agency and Office of | ||||||
2 | Homeland Security for all expenses related to solid hazardous | ||||||
3 | waste remediation, including prior years' costs, at the Ottawa | ||||||
4 | Radiation Areas Superfund site in LaSalle County, Illinois.

5 | Section 70. The sum of $100,000, or so much thereof as may | ||||||
6 | be necessary, is appropriated from the Radiation Protection | ||||||
7 | Fund to the Illinois Emergency Management Agency and Office of | ||||||
8 | Homeland Security for recovery and remediation of radioactive | ||||||
9 | materials and contaminated facilities or properties when such | ||||||
10 | expenses cannot be paid by a responsible person or an | ||||||
11 | available surety.

12 | Section 75. The amount of $1,250,000, or so much thereof | ||||||
13 | as may be necessary, is appropriated from the Indoor Radon | ||||||
14 | Mitigation Fund to the Illinois Emergency Management Agency | ||||||
15 | and Office of Homeland Security for expenses relating to the | ||||||
16 | federally funded State Indoor Radon Abatement Program, | ||||||
17 | including prior years' costs.

18 | Section 80. The amount of $63,000, or so much thereof as | ||||||
19 | may be necessary, is appropriated from the Nuclear Safety | ||||||
20 | Emergency Preparedness Fund to the Illinois Emergency | ||||||
21 | Management Agency and Office of Homeland Security for related | ||||||
22 | training and travel expenses and to reimburse the Illinois | ||||||
23 | State Police and the Illinois Commerce Commission for costs |

1 | incurred for activities related to inspecting and escorting | ||||||
2 | shipments of spent nuclear fuel, high-level radioactive waste, | ||||||
3 | and transuranic waste in Illinois as provided under the rules | ||||||
4 | of the Agency.

5 | Section 85. The sum of $275,000, or so much thereof as may | ||||||
6 | be necessary, is appropriated from the Sheffield February 1982 | ||||||
7 | Agreed Order Fund to the Illinois Emergency Management Agency | ||||||
8 | and Office of Homeland Security for the care, maintenance, | ||||||
9 | monitoring, testing, remediation, and insurance of the | ||||||
10 | low-level radioactive waste disposal site near Sheffield, | ||||||
11 | Illinois.

12 | Section 90. The sum of $650,000, or so much thereof as may | ||||||
13 | be necessary, is appropriated from the Nuclear Safety | ||||||
14 | Emergency Preparedness Fund to the Illinois Emergency | ||||||
15 | Management Agency and Office of Homeland Security for | ||||||
16 | compensation to local governments for expenses attributable to | ||||||
17 | implementation and maintenance of plans and programs | ||||||
18 | authorized by Section 4 of the Nuclear Safety Preparedness | ||||||
19 | Act.

20 | Section 95. The sum of $650,000, or so much thereof as may | ||||||
21 | be necessary, is appropriated from the Low-Level Radioactive | ||||||
22 | Waste Facility and Operation Fund to the Illinois Emergency | ||||||
23 | Management Agency and Office of Homeland Security for use in |

1 | accordance with Section 14 of the Illinois Low-Level | ||||||
2 | Radioactive Waste Management Act for costs related to | ||||||
3 | establishing a low-level radioactive waste disposal facility.

8 | Homeland Security for deposit into the IEMA State Projects | ||||||
9 | Fund for grants and operational expenses associated with the | ||||||
10 | administration of the Illinois' Not-for-Profit Security Grant | ||||||
11 | Program, pursuant to Subsection g-5 of Section 5 of the | ||||||
12 | Illinois Emergency Management Agency Act.

13 | Section 120. The amount of $126,000, or so much thereof as | ||||||
14 | may be necessary, is appropriated from the Emergency Planning | ||||||
15 | and Training Fund to the Illinois Emergency Management Agency | ||||||
16 | and Office of Homeland Security for activities as a result of | ||||||
17 | the Illinois Emergency Planning and Community Right To Know | ||||||
18 | Act.

19 | Section 125. The amount of $918,100,000, or so much | ||||||
20 | thereof as may be necessary, is appropriated from the Federal | ||||||
21 | Aid Disaster Fund to the Illinois Emergency Management Agency | ||||||
22 | and Office of Homeland Security for State administration of | ||||||
23 | the Federal Disaster Public Assistance Program, including |

2 | Section 130. The amount of $252,000,000, or so much | ||||||
3 | thereof as may be necessary, is appropriated from the Federal | ||||||
4 | Aid Disaster Fund to the Illinois Emergency Management Agency | ||||||
5 | and Office of Homeland Security for all costs related to | ||||||
6 | federal disaster mitigation programs, Flood Mitigation | ||||||
7 | Assistance, and Disaster Case Management, including prior | ||||||
8 | years' costs.

9 | Section 135. The amount of $2,732,400, or so much thereof | ||||||
10 | as may be necessary, is appropriated from the Federal Civil | ||||||
11 | Preparedness Administrative Fund to the Illinois Emergency | ||||||
12 | Management Agency and Office of Homeland Security for | ||||||
13 | Hazardous Material Emergency Preparedness including prior | ||||||
14 | years' costs.

15 | Section 140. The amount of $500,000, or so much thereof as | ||||||
16 | may be necessary, is appropriated from the September 11th Fund | ||||||
17 | to the Illinois Emergency Management Agency and Office of | ||||||
18 | Homeland Security for grants, contracts, and administrative | ||||||
19 | expenses pursuant to Section 3-660 of the Illinois Vehicle | ||||||
20 | Code, including prior years' costs.

21 | Section 145. The amount of $43,000,000, or so much thereof | ||||||
22 | as may be necessary, is appropriated from the IEMA State |

15 | Security Emergency Preparedness Trust Fund to the Illinois | ||||||

17 | for expenses related to Terrorism Preparedness and Training, | ||||||
18 | including prior years' costs.

19 | Section 160. The amount of $300,000,000, or so much | ||||||
20 | thereof as may be necessary, is appropriated from the Homeland | ||||||
21 | Security Emergency Preparedness Trust Fund to the Illinois | ||||||
22 | Emergency Management Agency and Office of Homeland Security | ||||||
23 | for expenses related to administrative and preparedness |

1 | activities in the Chicago Urban Area, including prior years' | ||||||
2 | costs.

3 | ARTICLE 2 | ||||||
4 | Section 5. The sum of $51,816,860 or so much thereof as may | ||||||
5 | be necessary and remains unexpended at the close of business | ||||||
6 | on June 30, 2025, from a reappropriation heretofore made for | ||||||
7 | such purpose in Article 130, Section 395 of Public Act | ||||||
8 | 103-0589, as amended, is reappropriated from the State | ||||||
9 | Coronavirus Urgent Remediation Emergency Fund to the Illinois | ||||||
10 | Emergency Management Agency and Office of Homeland Security | ||||||
11 | for any costs eligible for payment from Coronavirus State | ||||||
12 | Fiscal Recovery Fund moneys in accordance with the American | ||||||
13 | Rescue Plan Act and related federal guidance, or from any | ||||||
14 | other federal fund pursuant to any other provision of federal | ||||||
15 | law, including but not limited to, costs related to the | ||||||
16 | COVID-19 pandemic response, including purchases of protective | ||||||
17 | personal equipment, state agency health and safety measures, | ||||||
18 | costs associated with care sites, and other emergency response | ||||||
19 | costs, including prior years' costs, current and prior year | ||||||
20 | operational expenses, awards, and grants of the Illinois | ||||||
21 | Emergency Management Agency and Office of Homeland Security | ||||||
22 | and other State agencies for the support of programs and | ||||||
23 | services that assist people and entities impacted by the | ||||||
24 | COVID-19 pandemic and the State's emergency response to the |

2 | Section 99. Effective date. This Act takes effect July 1, | ||||||
3 | 2025. |
