Bill Title: Amends various Acts relating to the governance of public universities and community colleges in Illinois. Requires the governing board of each public university and community college district to contract for the provision of child care services on campus for its students. Provides that charges for service shall be at a reduced rate or service shall be free of charge, depending on the student's income. Effective immediately.

4 | Section 5. The University of Illinois Act is amended by | ||||||||||||||||||||||||||||||||||||||||||
5 | changing Section 1d as follows:

and regulations necessary for this purpose. By April | ||||||

6 | standards and criteria, including need and
feasibility, for | ||||||
7 | determining if on-site child care services for employees shall | ||||||
8 | be provided.
The Board shall consult with the Department of | ||||||
9 | Children and Family Services in
defining standards for child | ||||||
10 | care service centers established pursuant to this
Section to | ||||||
11 | ensure compliance with the Child Care Act of 1969. The Board | ||||||
12 | shall
establish a schedule of fees that shall be charged for | ||||||
13 | child care services
under this Section. The schedule shall be | ||||||
14 | established so that charges for
service for employees are based | ||||||
15 | on the actual cost of care and charges for service for students | ||||||
16 | are reduced or service is free of charge, depending on the | ||||||
17 | student's income . Except as otherwise provided by
law for | ||||||
18 | employees who may qualify for public assistance or social | ||||||
19 | services due
to indigency or family circumstance, each employee | ||||||
20 | obtaining child care
services under this Section shall be | ||||||
21 | responsible for full payment of all
charges. The Board shall | ||||||
22 | report, on or before December 31, 1993,
to the Governor and the | ||||||
23 | members of the General Assembly, on the
feasibility and | ||||||
24 | implementation of a plan for the provision of comprehensive
| ||||||
25 | child care services.

26 | (c) Prior to contracting for child care services for its |
| |||||||
| |||||||

a need for child care | ||||||
2 | services. Proof of need may include a survey of
university | ||||||
3 | employees as well as a determination of the availability of | ||||||

care services through other State agencies, or in the | ||||||
5 | community. The Board may
also require submission of a | ||||||
6 | feasibility, design , and implementation plan , that
takes into | ||||||
7 | consideration similar needs and services for employees of other | ||||||
8 | State
universities.

9 | (d) The Board shall have the sole responsibility for | ||||||
10 | choosing the successful
bidder and overseeing the operation of | ||||||
11 | its child care service program within
the guidelines | ||||||
12 | established by the Board. The Board shall promulgate rules | ||||||
13 | under
the Illinois Administrative Procedure Act that detail the | ||||||
14 | specific standards to
be used in the selection of a vendor of | ||||||
15 | child care services.

17 | arrangement for the
use of a licensed day care center or a | ||||||
18 | licensed day care agency, as defined in
