Bill Title: Amends the Ambulatory Surgical Treatment Center Act. Provides that notwithstanding any other statute, rule, or regulation to the contrary, beginning on January 1, 2015, an ambulatory surgical treatment center where abortions are performed, and any other facility where 50 or more abortions are performed in any calendar year, must comply with all of the statutes, rules, and regulations applicable to ambulatory surgical treatment centers generally. Provides that if any such ambulatory surgical treatment center commences any construction or major alteration on or after the effective date of the amendatory Act but before January 1, 2015, then the requirements prescribed by the amendatory Act shall apply.

AMENDMENT TO HOUSE BILL 4117
2 AMENDMENT NO. ______. Amend House Bill 4117, AS AMENDED, as
3follows:
4in the introductory clause of Section 5, by replacing "Section
56.2 as" with "Sections 6.2 and 6.3 as"; and
6by inserting the following at the end of the bill:
7 "(210 ILCS 5/6.3 new)
8 Sec. 6.3. Financing the licensure and regulation of
9ambulatory surgical treatment centers that provide abortions.
10Notwithstanding any other provision of this Act, the direct and
11allocable indirect costs of licensing and regulating
12ambulatory surgical treatment centers that are facilities in
13which a surgical procedure is utilized to terminate 50 or more
14pregnancies in any calendar year shall be financed from
