Bill Title: Amends the State Budget Law. Provides that for the fiscal years ending June 30, 2019, June 30, 2020, and June 30, 2021, no State funded agency, board, commission, department, university, or other entity organized within State government shall expend any funds on specified nonessential items and travel. Defines "nonessential items" and "nonessential travel". Effective immediately.

1 | AN ACT concerning State government.

2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The State Budget Law of the Civil Administrative | ||||||||||||||||||||||||
5 | Code of Illinois is amended by adding Section 50-45 as follows:

6 | (15 ILCS 20/50-45 new) | ||||||||||||||||||||||||
7 | Sec. 50-45. Nonessential items and travel. | ||||||||||||||||||||||||
8 | (a) For the fiscal years ending June 30, 2019, June 30, | ||||||||||||||||||||||||
9 | 2020, and June 30, 2021, no State funded agency, board, | ||||||||||||||||||||||||
10 | commission, department, university, or other entity organized | ||||||||||||||||||||||||
11 | within State government shall expend any funds on nonessential | ||||||||||||||||||||||||
12 | items to be provided to persons or legal entities. For the | ||||||||||||||||||||||||
13 | purposes of this subsection (a), "nonessential items" include, | ||||||||||||||||||||||||
14 | but are not limited to, items of tangible personal property for | ||||||||||||||||||||||||
15 | purposes of promoting or advertising the name of the State | ||||||||||||||||||||||||
16 | government entity or its programs, missions, duties, or | ||||||||||||||||||||||||
17 | functions, such as magnets, buttons, bumper stickers, ribbons, | ||||||||||||||||||||||||
18 | awards, prizes, trophies, stationary, writing implements, | ||||||||||||||||||||||||
19 | legal pad holders, book bags, or other similar items. | ||||||||||||||||||||||||
20 | (b) For the fiscal years ending June 30, 2019, June 30, | ||||||||||||||||||||||||
21 | 2020, and June 30, 2021, no State funded agency, board, | ||||||||||||||||||||||||
22 | commission, department, university, or other entity organized | ||||||||||||||||||||||||
23 | within State government shall expend any funds on nonessential |

1 | travel. For the purposes of this subsection (b), "nonessential | ||||||
2 | travel" means travel for any member of the governing body or | ||||||
3 | employee of a State funded agency, board, commission, | ||||||
4 | department, university, or other State entity to attend | ||||||
5 | seminars, conferences, or other similar events, whether | ||||||
6 | conducted in this State or another state.

7 | Section 99. Effective date. This Act takes effect upon | ||||||
8 | becoming law.
