Bill Title: Amends the Illinois Vehicle Code. Provides that, beginning with the 2020 registration year, the Secretary of State shall issue one set of permanent vehicle registration plates to an applicant with a permanent disability who is eligible to receive special license plates for veterans with disabilities or an applicant who is eligible to receive Purple Heart special license plates. Provides that any additional plates issued to a person eligible to receive the special license plates shall be subject to applicable registration and renewal fees.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Illinois Vehicle Code is amended by changing | |||||||||||||||||||||||
5 | Sections 3-609, 3-623, and 3-808.1 as follows:
| |||||||||||||||||||||||

7 | Sec. 3-609. Plates for veterans with disabilities. | |||||||||||||||||||||||
8 | (a) Any veteran who holds proof of a service-connected | |||||||||||||||||||||||
9 | disability from the United States Department of Veterans | |||||||||||||||||||||||
10 | Affairs, and who has obtained certification from a licensed | |||||||||||||||||||||||
11 | physician, physician assistant, or advanced practice | |||||||||||||||||||||||
12 | registered nurse that the service-connected disability | |||||||||||||||||||||||
13 | qualifies the veteran for issuance of registration plates or | |||||||||||||||||||||||
14 | decals to a person with disabilities in accordance with Section | |||||||||||||||||||||||
15 | 3-616, may, without the payment of any registration fee, make | |||||||||||||||||||||||
16 | application to the Secretary of State for license plates for | |||||||||||||||||||||||
17 | veterans with disabilities displaying the international symbol | |||||||||||||||||||||||
18 | of access, for the registration of one motor vehicle of the | |||||||||||||||||||||||
19 | first division or one motor vehicle of the second division | |||||||||||||||||||||||
20 | weighing not more than 8,000 pounds. | |||||||||||||||||||||||
21 | (b) Any veteran who holds proof of a service-connected | |||||||||||||||||||||||
22 | disability from the United States Department of Veterans | |||||||||||||||||||||||
23 | Affairs, and whose degree of disability has been declared to be |
| |||||||
| |||||||
1 | 50% or more, but whose disability does not qualify the veteran | ||||||
2 | for a plate or decal for persons with disabilities under | ||||||
3 | Section 3-616, may, without the payment of any registration | ||||||
4 | fee, make application to the Secretary for a special | ||||||
5 | registration plate without the international symbol of access | ||||||
6 | for the registration of one motor vehicle of the first division | ||||||
7 | or one motor vehicle of the second division weighing not more | ||||||
8 | than 8,000 pounds.

9 | (c) Renewal of such registration must be accompanied with | ||||||
10 | documentation
for eligibility of registration without fee | ||||||
11 | unless the applicant has a
permanent qualifying disability, and | ||||||
12 | such registration plates may not be
issued to any person not | ||||||
13 | eligible therefor. The Illinois Department of Veterans' | ||||||
14 | Affairs may assist in providing the
documentation of | ||||||
15 | disability.
| ||||||
16 | (d) The design and color of the plates shall be within the | ||||||
17 | discretion of the Secretary, except that the plates issued | ||||||
18 | under subsection (b) of this Section shall not contain the | ||||||
19 | international symbol of access. The Secretary may, in his or | ||||||
20 | her discretion, allow the plates to be issued as vanity or | ||||||
21 | personalized plates in accordance with Section 3-405.1 of this | ||||||
22 | Code. Except as provided in subsection (f), registration | ||||||
23 | Registration shall be for a multi-year period and may be issued | ||||||
24 | staggered registration. | ||||||
25 | (e) Any person eligible to receive license plates under | ||||||
26 | this Section who has been approved for benefits under the |

1 | Senior Citizens and Persons with Disabilities Property Tax | ||||||
2 | Relief Act, or who has claimed and received a grant under that | ||||||
3 | Act, shall pay a fee of $24 instead of the fee otherwise | ||||||
4 | provided in this Code for passenger cars displaying standard | ||||||
5 | multi-year registration plates issued under Section 3-414.1, | ||||||
6 | for motor vehicles registered at 8,000 pounds or less under | ||||||
7 | Section 3-815(a), or for recreational vehicles registered at | ||||||
8 | 8,000 pounds or less under Section 3-815(b), for a second set | ||||||
9 | of plates under this Section.

10 | (f) Beginning with the 2020 registration year, the | ||||||
11 | Secretary shall issue an applicant who has a permanent | ||||||
12 | disability one set of permanent vehicle registration plates | ||||||
13 | under Section 3-808.1 of this Code. Except as provided in | ||||||
14 | subsection (e), an applicant for a second set of plates shall | ||||||
15 | pay the fee otherwise provided in this Code for passenger cars | ||||||
16 | displaying standard multi-year registration plates issued | ||||||
17 | under Section 3-414.1, for motor vehicles registered at 8,000 | ||||||
18 | pounds or less under subsection (a) of Section 3-815, or for | ||||||
19 | recreational vehicles registered at 8,000 pounds or less under | ||||||
20 | subsection (b) of Section 3-815. | ||||||

23 | Sec. 3-623. Purple Heart Plates. | ||||||
24 | (a) The Secretary, upon receipt of an
application made in | ||||||
25 | the form prescribed by the Secretary of State, may
issue to |
| |||||||
| |||||||
1 | recipients awarded the Purple Heart by a branch of the armed
| ||||||
2 | forces of the United States who reside in Illinois,
special
| ||||||
3 | registration plates. The Secretary, upon receipt of the proper | ||||||
4 | application, may also issue these special registration plates | ||||||
5 | to an Illinois resident who is the surviving spouse of a person | ||||||
6 | who was awarded the Purple Heart by a branch of the armed | ||||||
7 | forces of the United States. The special plates issued pursuant | ||||||
8 | to this Section
should be affixed only to passenger vehicles of | ||||||
9 | the 1st division, including
motorcycles, or motor
vehicles of | ||||||
10 | the 2nd division weighing not more than 8,000 pounds. The | ||||||
11 | Secretary may, in his or her discretion, allow the plates to be | ||||||
12 | issued as vanity or personalized plates in accordance with | ||||||
13 | Section 3-405.1 of this Code.
The Secretary of State must make | ||||||
14 | a version of the special registration plates authorized under | ||||||
15 | this Section in a form appropriate for motorcycles.
| ||||||
16 | (b) The design and color of such plates shall be wholly | ||||||
17 | within the discretion
of the Secretary of State. Appropriate | ||||||
18 | documentation, as determined by the
Secretary, and the | ||||||
19 | appropriate registration fee shall
accompany the application, | ||||||
20 | except: | ||||||
21 | (1) a person eligible to be issued Purple Heart plates , | ||||||
22 | other than a person issued a set of permanent plates under | ||||||
23 | subsection (c), may display the plates on one vehicle | ||||||
24 | without the payment of any registration or registration | ||||||
25 | renewal fee; and | ||||||
26 | (2) for an individual who has been issued Purple Heart |

| |||||||
1 | plates for an additional
vehicle and who has been approved | ||||||
2 | for benefits under the Senior Citizens and
Persons with | ||||||
3 | Disabilities Property Tax Relief Act, the annual fee for
| ||||||
4 | the registration of the vehicle shall be as provided in | ||||||
5 | Section 3-806.3 of
this Code.
| ||||||
6 | (c) Beginning with the 2020 registration year, the | ||||||
7 | Secretary shall issue an applicant who is eligible for a Purple | ||||||
8 | Heart special license plate one set of permanent vehicle | ||||||
9 | registration plates under Section 3-808.1 of this Code. Except | ||||||
10 | as provided in paragraph (2) of subsection (b), an applicant | ||||||
11 | for a second set of plates shall pay the fee otherwise provided | ||||||
12 | in this Code for passenger cars displaying standard multi-year | ||||||
13 | registration plates issued under Section 3-414.1, for motor | ||||||
14 | vehicles registered at 8,000 pounds or less under subsection | ||||||
15 | (a) of Section 3-815, or for recreational vehicles registered | ||||||
16 | at 8,000 pounds or less under subsection (b) of Section 3-815. | ||||||

19 | Sec. 3-808.1. Permanent vehicle registration plates. | ||||||
20 | (a) Permanent vehicle registration plates shall be issued,
| ||||||
21 | at no charge, to the following:
| ||||||
22 | 1. Vehicles, other than medical transport vehicles, | ||||||
23 | owned and operated
by the State of Illinois or by any State
| ||||||
24 | agency financed by funds appropriated by the General | ||||||
25 | Assembly . ;

| |||||||
1 | 2. Special disability plates issued to vehicles owned | ||||||
2 | and
operated by the State of Illinois or by any State | ||||||
3 | agency financed by funds
appropriated by the General | ||||||
4 | Assembly. | ||||||
5 | 3. Beginning with the 2020 registration year, a special | ||||||
6 | plate issued under Section 3-609 or 3-623 of this Code as | ||||||
7 | provided under the applicable Section.
| ||||||
8 | (b) Permanent vehicle registration plates shall be issued, | ||||||
9 | for a one time
fee of $8.00, to the following:
| ||||||
10 | 1. Vehicles, other than medical transport vehicles, | ||||||
11 | operated by or
for any county, township or municipal | ||||||
12 | corporation.
| ||||||
13 | 2. Vehicles owned by counties, townships or municipal | ||||||
14 | corporations for
persons with disabilities.
| ||||||
15 | 3. Beginning with the 1991 registration year, | ||||||
16 | county-owned vehicles
operated by or for any county sheriff | ||||||
17 | and designated deputy sheriffs. These
registration plates | ||||||
18 | shall contain the specific county code and unit number.
| ||||||
19 | 4. All-terrain vehicles owned by counties, townships, | ||||||
20 | or municipal
corporations and used for law enforcement | ||||||
21 | purposes when the Manufacturer's
Statement of Origin is | ||||||
22 | accompanied with a letter from the original manufacturer
or | ||||||
23 | a manufacturer's franchised dealer stating that this | ||||||
24 | all-terrain vehicle
has been
converted to a street worthy | ||||||
25 | vehicle that meets the equipment requirements set
forth in | ||||||
26 | Chapter 12 of this Code.

1 | 5. Beginning with the 2001 registration year, | ||||||
2 | municipally-owned vehicles
operated by or for any police | ||||||
3 | department. These registration plates shall
contain the | ||||||
4 | designation "municipal police" and shall be numbered and
| ||||||
5 | distributed as prescribed by the Secretary of State.
| ||||||
6 | 6. Beginning with the 2014 registration year, | ||||||
7 | municipally owned, fire district owned, or Mutual Aid Box | ||||||
8 | Alarm System (MABAS) owned vehicles operated by or for any | ||||||
9 | fire department, fire protection district, or MABAS. These | ||||||
10 | registration plates shall display the designation "Fire | ||||||
11 | Department" and shall display the specific fire | ||||||
12 | department, fire district, fire unit, or MABAS division | ||||||
13 | number or letter. | ||||||
14 | 7. Beginning with the 2017 registration year, vehicles | ||||||
15 | that do not require a school bus driver permit under | ||||||
16 | Section 6-104 to operate, and are owned by a public school | ||||||
17 | district from grades K-12 or a public community college. | ||||||
18 | 8. Beginning with the 2017 registration year, vehicles | ||||||
19 | of the first division or vehicles of the second division | ||||||
20 | weighing not more than 8,000 pounds that are owned by a | ||||||
21 | medical facility or hospital of a municipality, county, or | ||||||
22 | township. | ||||||
23 | (b-5) Beginning with the 2016 registration year, permanent | ||||||
24 | vehicle registration plates shall be issued for a one-time fee | ||||||
25 | of $8.00 to a county, township, or municipal corporation that | ||||||
26 | owns or operates vehicles used for the purpose of community |
| |||||||
| |||||||
1 | workplace commuting as defined by the Secretary of State by | ||||||
2 | administrative rule. The design and color of the plates shall | ||||||
3 | be wholly within the discretion of the Secretary. The Secretary | ||||||
4 | of State may adopt rules to implement this subsection (b-5). | ||||||
5 | (c) Beginning with the 2012 registration year, | ||||||
6 | county-owned vehicles
operated by or for any county sheriff and | ||||||
7 | designated deputy sheriffs that have been issued registration | ||||||
8 | plates under subsection (b) of this Section shall be exempt | ||||||
9 | from any fee for the transfer of registration from one vehicle | ||||||
10 | to another vehicle. Each county sheriff shall report to the | ||||||
11 | Secretary of State any transfer of registration plates from one | ||||||
12 | vehicle to another vehicle operated by or for any county | ||||||
13 | sheriff and designated deputy sheriffs. The Secretary of State | ||||||
14 | shall adopt rules to implement this subsection (c). | ||||||
15 | (c-5) Beginning with the 2014 registration year, | ||||||
16 | municipally owned, fire district owned, or Mutual Aid Box Alarm | ||||||
17 | System (MABAS) owned vehicles operated by or for any fire | ||||||
18 | department, fire protection district, or MABAS that have been | ||||||
19 | issued registration plates under subsection (b) of this Section | ||||||
20 | shall be exempt from any fee for the transfer of registration | ||||||
21 | from one vehicle to another vehicle. Each fire department, fire | ||||||
22 | protection district, of MABAS shall report to the Secretary of | ||||||
23 | State any transfer of registration plates from one vehicle to | ||||||
24 | another vehicle operated by or for any fire department, fire | ||||||
25 | protection district, or MABAS. The Secretary of State shall | ||||||
26 | adopt rules to implement this subsection. |

1 | (d) Beginning with the 2013 registration year, | ||||||
2 | municipally-owned vehicles
operated by or for any police | ||||||
3 | department that have been issued registration plates under | ||||||
4 | subsection (b) of this Section shall be exempt from any fee for | ||||||
5 | the transfer of registration from one vehicle to another | ||||||
6 | vehicle. Each municipal police department shall report to the | ||||||
7 | Secretary of State any transfer of registration plates from one | ||||||
8 | vehicle to another vehicle operated by or for any municipal | ||||||
9 | police department. The Secretary of State shall adopt rules to | ||||||
10 | implement this subsection (d). | ||||||
11 | (e) Beginning with the 2016 registration year, any vehicle | ||||||
12 | owned or operated by a county, township, or municipal | ||||||
13 | corporation that has been issued registration plates under this | ||||||
14 | Section is exempt from any fee for the transfer of registration | ||||||
15 | from one vehicle to another vehicle. Each county, township, or | ||||||
16 | municipal corporation shall report to the Secretary of State | ||||||
17 | any transfer of registration plates from one vehicle to another | ||||||
18 | vehicle operated by or for any county, township, or municipal | ||||||
