Bill Title: Amends the Illinois Vehicle Code by providing that a county may adopt all or any portion of the Illinois Vehicle Code by reference. Provides that a county or municipality may set minimum and maximum penalties that are at least as stringent as the penalties for violations provided by the Illinois Vehicle Code.
