Bill Title: Amends the State Universities Civil Service Act. Provides that each academic year, a public university shall offer a 50% tuition waiver for undergraduate education to each child of an employee of the State Universities Civil Service System ("University System") who has been employed by the University System for an aggregate period of at least 7 years. Sets forth requirements relating to the 50% tuition waiver. Provides that each academic year, a public university shall offer a full tuition waiver for undergraduate education to each child of a person who died while employed full time by the University System or while on leave from full-time employment. Sets forth requirements relating to the full tuition waiver. Amends various Acts relating to the governance of public universities in this State to require full undergraduate tuition waivers for the children of persons who died while employed full time by any public university or while on leave from full-time employment. Sets forth requirements relating to the full tuition waiver. Effective July 1, 2024.

Amends the State Universities Civil Service Act. 1 AN ACT concerning education.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The State Universities Civil Service Act is
5amended by adding Section 36t as follows:
6 (110 ILCS 70/36t new)
7 Sec. 36t. Tuition waivers.
8 (a) As used in this Section, "university" means the
9University of Illinois, Southern Illinois University, Chicago
10State University, Eastern Illinois University, Governors State
11University, Illinois State University, Northeastern Illinois
12University, Northern Illinois University, and Western Illinois
13University.
14 (b) Each academic year, a university shall offer a 50%
15tuition waiver for undergraduate education to each child of an
16employee of the University System who has been employed by the
17University System for an aggregate period of at least 7 years.
18To be eligible to receive the partial tuition waiver, the
19child (i) must be under the age of 25 at the commencement of
20the academic year during which the partial tuition waiver is
21to be effective and (ii) must qualify for admission to the
22university under the same admissions requirements, standards,
23and policies that the university applies to applicants for

1admission generally to its respective undergraduate colleges
2and programs.
3 (c) Each academic year, a university shall offer a full
4tuition waiver for undergraduate education to each child of a
5person who died while employed full time by the University
6System or while on leave from full-time employment with the
7University System. To be eligible to receive the full tuition
8waiver, the child (i) must be under the age of 25 at the
9commencement of the academic year during which the tuition
10waiver is to be effective and (ii) must qualify for admission
11to the university under the same admissions requirements,
12standards, and policies that the university applies to
13applicants for admission generally to its respective
14undergraduate colleges and programs.
15 (d) Subject to subsections (b) and (c), an eligible
16applicant for a tuition waiver under this Section who has
17continued to maintain satisfactory academic progress toward
18graduation may have his or her tuition waiver renewed until
19the time as he or she has expended 4 years of undergraduate
20tuition waiver benefits under this Section.
21 (e) The Merit Board shall adopt any rules necessary to
22implement and administer this Section.
23 (f) Nothing in this Section limits a university's
24implementation of its own tuition waiver program for the
25children of employees.

20subsection (b) and (b-5), an eligible applicant who has

14its governance or supervision to each child of a person who

1925 at the commencement of the academic year during which the

11qualify for admission to Eastern Illinois University under the
12same admissions requirements, standards and policies which
13Eastern Illinois University applies to applicants for
14admission generally to its respective undergraduate colleges
15and programs.
16 (b-5) Each academic year, the Board shall offer a full
17tuition waiver for undergraduate education at any campus under
18its governance or supervision to each child of a person who
19died while employed full time by any Illinois college or
20university or while on leave from full-time employment with
21any Illinois college or university. To be eligible to receive
22the full tuition waiver, the child (i) must be under the age of
2325 at the commencement of the academic year during which the
24full tuition waiver is to be effective and (ii) must qualify
25for admission to Eastern Illinois University under the same

25university or while on leave from full-time employment with

23 (b) Each year the Board of Western Illinois University
24shall offer 50% tuition waivers for undergraduate education at

1any campus under its governance to the children of employees
2of an Illinois college or university who have been employed by
3any one or by more than one Illinois college or university for
4an aggregate period of at least 7 years. To be eligible to
5receive a partial tuition waiver, the child of an employee of
6an Illinois college or university (i) must be under the age of
725 at the commencement of the academic year during which the
8partial tuition waiver is to be effective, and (ii) must
9qualify for admission to Western Illinois University under the
10same admissions requirements, standards and policies which
11Western Illinois University applies to applicants for
12admission generally to its respective undergraduate colleges
13and programs.
14 (b-5) Each academic year, the Board shall offer a full
15tuition waiver for undergraduate education at any campus under
16its governance or supervision to each child of a person who
17died while employed full time by any Illinois college or
18university or while on leave from full-time employment with
19any Illinois college or university. To be eligible to receive
20the full tuition waiver, the child (i) must be under the age of
2125 at the commencement of the academic year during which the
22full tuition waiver is to be effective and (ii) must qualify
23for admission to Western Illinois University under the same
24admissions requirements, standards, and policies that Western
25Illinois University applies to applicants for admission
26generally to its respective undergraduate colleges and

1programs.
2 Nothing in this subsection limits the Board's
3implementation of its own tuition waiver program for the
4children of employees.
5 (c) Subject to the provisions and limitations of
6subsection (b) and (b-5), an eligible applicant who has
7continued to maintain satisfactory academic progress toward
8graduation may have his or her partial tuition waiver renewed
9until the time as he or she has expended 4 years of
10undergraduate partial tuition waiver benefits under this
11Section.
12 (d) (Blank).
13 (e) The Board shall prescribe rules and regulations as are
14necessary to implement and administer the provisions of this
15Section.
