Bill Title: Amends the Health Care Justice Act. Creates the Legislative Oversight Council on Cost Feasibility for Health Care Plan Implementation for the purpose of examining various health care recommendations made by entities within the State and improving communication, accountability, and coordination efforts among the multiple systems working to strengthen the health care system in this State. Sets out the composition of the Council. Provides that the Council shall report to the General Assembly and the Governor regarding proposed or recommended changes to State-implemented health care plans and any associated costs of those changes. Provides that the Department of Public Health shall provide staff and administrative support to the Council. Contains other provisions. Effective immediately.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Health Care Justice Act is amended by adding
5 Section 21 as follows:
6 (20 ILCS 4045/21 new)
7 Sec. 21. Legislative Oversight Council on Cost Feasibility
8 for Health Care Plan Implementation.
9 (a) The Legislative Oversight Council on Cost Feasibility
10 for Health Care Plan Implementation is established for the
11 purpose of examining various health care recommendations made
12 by entities within the State and improving communication,
13 accountability, and coordination efforts among the multiple
14 systems working to strengthen the health care system in this
15 State.
16 The Council shall consist of 20 members as follows:
17 (1) 2 members of the General Assembly and 2 members of
18 the general public appointed by the President of the
19 Senate.
20 (2) 2 members of the General Assembly and 2 members of
21 the general public appointed by the Minority Leader of the
22 Senate.
23 (3) 2 members of the General Assembly and 2 members of

1 the general public appointed by the Speaker of the House of
2 Representatives.
3 (4) 2 members of the General Assembly and 2 members of
4 the general public appointed by the Minority Leader of the
5 House of Representatives.
6 (5) The Director of Healthcare and Family Services or
7 his or her designee.
8 (6) The Secretary of Human Services or his or her
9 designee.
10 (7) The Director of Public Health or his or her
11 designee.
12 (8) The Director of the Division of Insurance of the
13 Department of Financial and Professional Regulation or his
14 or her designee.
15 All appointed members of the Council shall serve in their
16 designated capacities at the pleasure of the designating
17 authority. Members appointed from the general public shall
18 represent the following associations, organizations, and
19 interests: business, labor, insurance, doctors, hospitals, and
20 nurses.
21 (b) The President of the Senate and the Speaker of the
22 House of Representatives shall each designate one member of the
23 Council to serve as a co-chair to the Council.
24 (c) Council members shall serve without compensation or
25 reimbursement for expenses.
26 (d) The Council shall meet at the call of the 2 co-chairs,

1 but at least on a quarterly basis.
2 (e) The Council may conduct public hearings to gather
3 testimony from interested parties regarding health care,
4 including changes to existing and proposed programs.
5 (f) The Council may advise appropriate State agencies
6 regarding the establishment of proposed programs or changes to
7 existing programs. The State agencies shall take into
8 consideration any recommendations made by the Council.
9 (g) The Council shall report to the General Assembly and
10 the Governor annually, or as it deems necessary, regarding
11 proposed or recommended changes to State-implemented health
12 care plans and any associated costs of those changes.
13 (h) The Department of Public Health shall provide staff and
14 administrative support to the Council.
15 Section 99. Effective date. This Act takes effect upon
16 becoming law.
