Bill Title: Amends the Illinois Vehicle Code. Provides that beginning with the 2020 registration year, the Secretary of State shall offer to each owner of a motor vehicle of the first division or motor vehicle of the second division weighing no more than 8,000 pounds a registration period based on a one calendar year or 2 calendar year basis. Provides that the owner of the motor vehicle shall pay a one-time registration fee under the Code that shall, if applicable, be increased to reflect the registration year period chosen by the motor vehicle owner. Provides that if a vehicle issued a multi-year registration is subject to specified annual surcharges, the Secretary shall collect the surcharge for each registration year of the multi-year registration at the same time the Secretary collects the one-time registration fee. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Vehicle Code is amended by changing | |||||||||||||||||||
5 | Section 3-414.1 as follows:

7 | Sec. 3-414.1. Term of multi-year registration plates.

8 | (a) Registration
plates issued for motor vehicles shall be | |||||||||||||||||||
9 | valid for
an indefinite term of not
less than one year. | |||||||||||||||||||
10 | Registration plates issued as two-year or five-year
plates may | |||||||||||||||||||
11 | be issued as multi-year plates at the discretion of the
| |||||||||||||||||||
12 | Secretary of State. Current renewal registration stickers,
| |||||||||||||||||||
13 | when necessary, are to be attached as provided in Section | |||||||||||||||||||
14 | 3-413. The Secretary
may in his discretion prescribe a term | |||||||||||||||||||
15 | greater than one year or may extend
the term of current | |||||||||||||||||||
16 | registration plates for an additional calendar year
by | |||||||||||||||||||
17 | appropriate public announcement made before August 1 of the | |||||||||||||||||||
18 | current
registration
year.

19 | (a-5) Beginning with the 2020 registration year, the | |||||||||||||||||||

3 | 3-818 of this Code that shall, if applicable, be increased to | ||||||

5 | vehicle owner. If a vehicle issued a registration under this | ||||||
6 | subsection is subject to an annual surcharge under Section | ||||||
7 | 3-806 or 3-815, the Secretary shall collect the surcharge for | ||||||
8 | each registration year of the multi-year registration at the | ||||||
9 | same time the Secretary collects the one-time registration fee. | ||||||
10 | (b) Registration plates issued to owners of vehicles | ||||||
11 | subject to annual
registration for the first time during the | ||||||
12 | term of the plates shall be valid
until the expiration of the | ||||||
13 | term. Current annual registration stickers
are to be attached | ||||||
14 | as provided in Section 3-413.
