Bill Title: Amends the State Fair Gaming Act. Provides that the Illinois Gaming Board shall issue a licensed establishment license to the Department of Agriculture to operate video gaming at the Illinois State Fairgrounds and the DuQuoin State Fairgrounds (rather than issuing the license to a concessioner). Makes conforming changes.

1 | AN ACT concerning gaming.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The State Fair Gaming Act is amended by changing | |||||||||||||||||||||||
5 | Sections 30-5, 30-10, and 30-15 as follows:

7 | Sec. 30-5. Definitions. As used in this Act: | |||||||||||||||||||||||
8 | "Board" means the Illinois Gaming Board. | |||||||||||||||||||||||
9 | "Department" means the Department of Agriculture. | |||||||||||||||||||||||
10 | "State Fair" has the meaning given to that term in the | |||||||||||||||||||||||
11 | State Fair Act.

14 | Sec. 30-10. Gaming Gambling at the State Fair. | |||||||||||||||||||||||
15 | (a) The Board shall issue a licensed establishment license | |||||||||||||||||||||||
16 | as provided under Section 25 of the Video Gaming Act to the | |||||||||||||||||||||||
17 | Department to operate video gaming a concessioner who will | |||||||||||||||||||||||
18 | operate at the Illinois State Fairgrounds and at the DuQuoin | |||||||||||||||||||||||
19 | State Fairgrounds. The Department shall select, concessioner | |||||||||||||||||||||||
20 | shall be chosen under the Illinois Procurement Code , | |||||||||||||||||||||||
21 | Board-licensed terminal operators for an operational period | |||||||||||||||||||||||
22 | not to exceed 3 years. At the conclusion of each 3-year cycle, |

1 | the Illinois Procurement Code shall be used to determine the | ||||||
2 | new terminal operators concessioner . | ||||||
3 | (b) Moneys bid by the terminal operators concessioner shall | ||||||
4 | be deposited into the State Fairgrounds Capital Improvements | ||||||
5 | and Harness Racing Fund.

8 | Sec. 30-15. Video gaming at the State Fair. | ||||||
9 | (a) The Department concessioner issued a licensed | ||||||
10 | establishment license under Section 30-10 may operate: (1) up | ||||||
11 | to 50 video gaming terminals as provided in the Video Gaming | ||||||
12 | Act during the scheduled dates of the Illinois State Fair; and | ||||||
13 | (2) up to 30 video gaming terminals as provided in the Video | ||||||
14 | Gaming Act during the scheduled dates of the DuQuoin State | ||||||
15 | Fair. | ||||||
16 | (b) No more than 10 video gaming terminals may be placed in | ||||||
17 | any temporary pavilion where alcoholic beverages are served at | ||||||
18 | either State Fair.
