| 2 | AMENDMENT NO. ______. Amend House Bill 5154 by replacing | ||||||
| 3 | everything after the enacting clause with the following:

| 4 | "Section 5. The State Finance Act is amended by adding | ||||||
| 5 | Section 5.855 as follows:

| 6 | (30 ILCS 105/5.855 new) | ||||||
| 7 | Sec. 5.855. The Carbondale Community High School Education | ||||||
| 8 | Foundation Fund.
| ||||||
| 9 | Section 10. The Illinois Vehicle Code is amended by adding | ||||||
| 10 | Section 3-699.14 as follows:
| ||||||
| 11 | (625 ILCS 5/3-699.14 new) | ||||||
| 12 | Sec. 3-699.14. Multicultural Awareness plates. | ||||||
| 13 | (a) The Secretary, upon receipt of all applicable fees and | ||||||
| 14 | applications made in the form prescribed by the Secretary, may | ||||||

| |||||||
| 1 | issue special registration plates designated as Multicultural | ||||||
| 2 | Awareness license plates. The special plates issued under this | ||||||
| 3 | Section shall be affixed only to passenger vehicles of the | ||||||
| 4 | first division or motor vehicles of the second division | ||||||
| 5 | weighing not more than 8,000 pounds. Plates issued under this | ||||||
| 6 | Section shall expire according to the multi-year procedure | ||||||
| 7 | established by Section 3-414.1 of this Code. | ||||||
| 8 | (b) The design and color of the special plates shall be | ||||||
| 9 | wholly within the discretion of the Secretary. The Secretary | ||||||
| 10 | may allow the plates to be issued as vanity or personalized | ||||||
| 11 | plates under Section 3-405.1 of this Code. The Secretary shall | ||||||
| 12 | prescribe stickers or decals as provided under Section 3-412 of | ||||||
| 13 | this Code. | ||||||
| 14 | (c) An applicant for the special plate shall be charged a | ||||||
| 15 | $40 fee for original issuance in addition to the appropriate | ||||||
| 16 | registration fee. Of this fee, $25 shall be deposited into the | ||||||
| 17 | Carbondale Community High School Education Foundation Fund and | ||||||
| 18 | $15 shall be deposited into the Secretary of State Special | ||||||
| 19 | License Plate Fund, to be used by the Secretary to help defray | ||||||
| 20 | the administrative processing costs. For each registration | ||||||
| 21 | renewal period, a $27 fee, in addition to the appropriate | ||||||
| 22 | registration fee, shall be charged. Of this fee, $25 shall be | ||||||
| 23 | deposited into the Carbondale Community High School Education | ||||||
| 24 | Foundation Fund and $2 shall be deposited into the Secretary of | ||||||
| 25 | State Special License Plate Fund. | ||||||
| 26 | (d) The Carbondale Community High School Education | ||||||

| 1 | Foundation Fund is created as a special fund in the State | ||||||
| 2 | treasury. All money in the Carbondale Community High School | ||||||
| 3 | Education Foundation Fund shall be paid, subject to | ||||||
| 4 | appropriation by the General Assembly and distribution by the | ||||||
| 5 | Secretary, as grants to the Carbondale Community High School | ||||||
| 6 | Education Foundation for the Carbondale Community High | ||||||
| 7 | School's multicultural awareness and promotion program.".
