Bill Title: Amends the Department of Human Services Act. Requires the Department of Human Services to establish a Youth Training in the Construction Trades Program to award grants to community-based organizations for the purpose of establishing training programs for youth with an interest in the construction trades, electrical trade, or plumbing trade. Provides that under the training programs, youth shall receive formal training and education in the fundamentals and core competencies in their chosen trade and shall receive hands-on experience to further develop their skills by participating in community improvement projects involving the rehabilitation of vacant and abandoned residential housing in economically depressed areas of the State. Requires selected organizations to also use the grant money to establish an entrepreneurship program to provide youth with the capital and business management skills necessary to successfully launch their own business in their particular trade. Contains provisions concerning selection criteria and the Youth Training in the Construction Trades Fund. Amends the Illinois Housing Development Act. Requires the Illinois Housing Development Authority to establish a Training Youth in the Construction Trades Program that is substantially similar to the Youth Training in the Construction Trades Program. Contains provisions on selection criteria and the Training Youth in the Construction Trades Fund. Amends the State Finance Act to create the Youth Training and Education in the Construction Trades Program Fund and the Training Youth in the Construction Trades Fund. Effective July 1, 2018.

2 | Be it enacted by the People of the State of Illinois,

3 | represented in the General Assembly:

4 | Section 5. The Department of Human Services Act is amended | ||||||||||||||||||||||||||||||
5 | by adding Section 10-48 as follows:

6 | (20 ILCS 1305/10-48 new) | ||||||||||||||||||||||||||||||
7 | Sec. 10-48. Youth Training and Education in the | ||||||||||||||||||||||||||||||
8 | Construction Trades Program. | ||||||||||||||||||||||||||||||
9 | (a) As used in this Section: | ||||||||||||||||||||||||||||||
10 | "Construction trades" means any trade or occupation | ||||||||||||||||||||||||||||||
11 | involving: | ||||||||||||||||||||||||||||||
12 | (1)(A) construction, alteration, remodeling, | ||||||||||||||||||||||||||||||
13 | repairing, wrecking or demolition, addition to, or | ||||||||||||||||||||||||||||||
14 | improvement of any building, highway, road, railroad, dam, | ||||||||||||||||||||||||||||||
15 | bridge, structure, excavation or other project, | ||||||||||||||||||||||||||||||
16 | development, or improvement to other than personal | ||||||||||||||||||||||||||||||
17 | property; and | ||||||||||||||||||||||||||||||
18 | (B) constructing, remodeling, or repairing a | ||||||||||||||||||||||||||||||
19 | manufactured home or mobile home as defined in the Mobile | ||||||||||||||||||||||||||||||
20 | Home Local Services Tax Act; or | ||||||||||||||||||||||||||||||
21 | (2) installation or repair of a residential or | ||||||||||||||||||||||||||||||
22 | commercial natural gas appliance or combustion system. | ||||||||||||||||||||||||||||||
23 | "Electrical trade" means the performance of any electrical |

1 | work involved in the installation, construction, alteration, | ||||||
2 | change, repair, removal, or maintenance of facilities, | ||||||
3 | buildings, or appendages or appurtenances. "Electrical trade" | ||||||
4 | does not mean (i) transporting or handling electrical | ||||||
5 | materials;
(ii) preparing clearance for raceways for wiring; or
| ||||||
6 | (iii) work commonly done by unskilled labor on any | ||||||
7 | installations under the exclusive control of electrical | ||||||
8 | utilities. | ||||||
9 | "Plumbing trade" means the performance of any mechanical | ||||||
10 | work pertaining to the installation, alteration, change, | ||||||
11 | repair, removal, maintenance, or use in buildings, or within 3 | ||||||
12 | feet beyond the outside walls of buildings, of pipes, fixtures, | ||||||
13 | and fittings for the: (i) delivery of the water supply; (ii) | ||||||
14 | discharge of liquid and water carried waste; (iii) building | ||||||
15 | drainage system within the walls of the building; and (iv) | ||||||
16 | delivery of gases for lighting, heating, and industrial | ||||||
17 | purposes. "Plumbing trade" includes work pertaining to the | ||||||
18 | water supply, distribution pipes, fixtures and fixture traps, | ||||||
19 | soil, waste and vent pipes, the building drain and roof drains, | ||||||
20 | and the safe and adequate supply of gases, together with their | ||||||
21 | devices, appurtenances, and connections where installed within | ||||||
22 | the outside walls of the building. | ||||||
23 | (b) Subject to appropriations, the Department shall | ||||||
24 | establish a Youth Training in the Construction Trades Program | ||||||
25 | to award grants to community-based organizations for the | ||||||
26 | purpose of establishing training programs for youth with an |

2 | plumbing trade. Under the training programs, youth shall | ||||||
3 | receive formal training and education in the fundamentals and | ||||||
4 | core competencies in their chosen trade and shall receive | ||||||
5 | hands-on experience to further develop their skills by | ||||||
6 | participating in community improvement projects involving the | ||||||
7 | rehabilitation of vacant and abandoned residential housing in | ||||||
8 | economically depressed areas of the State. Selected | ||||||
9 | organizations shall also use the grant money to establish an | ||||||
10 | entrepreneurship program to provide youth, who have obtained | ||||||
11 | the requisite skill set for a particular trade, with the | ||||||
12 | capital and business management skills necessary to | ||||||
13 | successfully launch their own business as a contractor, | ||||||
14 | subcontractor, real estate agent, property manager, | ||||||
15 | electrician, or plumber. Grants provided under this Section may | ||||||
16 | also be used for the acquisition of property and construction | ||||||
17 | related to vacant and abandoned residential housing. | ||||||
18 | (c) The Department shall select a community-based | ||||||
19 | organization from each of the following geographical regions of | ||||||
20 | the State: | ||||||
21 | (1) Central Illinois. | ||||||
22 | (2) Northeastern Illinois. | ||||||
23 | (3) Southern (Metro-East) Illinois. | ||||||
24 | (d) The grants shall be funded through appropriations from | ||||||
25 | the Youth Training and Education in the Construction Trades | ||||||
26 | Fund created under subsection (e). The Department may adopt any |

1 | rules necessary to implement the provisions of this Section. | ||||||
2 | (e) The Youth Training and Education in the Construction | ||||||
3 | Trades Fund is created as a special fund in the State treasury. | ||||||
4 | Moneys in the Fund shall be appropriated to the Department of | ||||||
5 | Human Services and expended for the Youth Training and | ||||||
6 | Education in the Construction Trades Program under subsection | ||||||
7 | (b) and for no other purpose. All interest earned on moneys in | ||||||
8 | the Fund shall be deposited into the Fund.

9 | Section 10. The Illinois Housing Development Act is amended | ||||||
10 | by adding Section 7.32 as follows:
