Bill Title: Reinserts the provisions of the introduced bill with the following changes. Provides that, beginning July 1, 2024, no member shall be appointed to a term that would cause the member to exceed 9 years of total service on the Illinois Petroleum Resources Board, unless approved by a two-thirds majority vote of the members of the qualified producer association's executive committee who are present and voting (instead of beginning July 1, 2024, no member may be appointed to a term that would cause the member to exceed 9 years of total service on the Board). Adds an immediate effective date.

2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly:

4 | Section 5. The Illinois Petroleum Education and Marketing | ||||||
5 | Act is amended by changing Section 10 as follows:

8 | Sec. 10. Illinois Petroleum Resources Board. | ||||||
9 | (a) There is hereby created the Illinois Petroleum | ||||||
10 | Resources Board, which shall be subject to the provisions of | ||||||
11 | the Regulatory Sunset Act. The purpose of the Board is to | ||||||
12 | coordinate a program designed to demonstrate to the general | ||||||
13 | public the importance of the Illinois oil and gas exploration | ||||||
14 | and production industry, to encourage the wise and efficient | ||||||
15 | use of energy, to promote environmentally sound production | ||||||
16 | methods and technologies, to develop existing supplies of | ||||||
17 | State oil and gas resources, to support research and | ||||||
18 | educational activities concerning the oil and gas exploration | ||||||
19 | and production industry, and to support oilfield environmental | ||||||
20 | remediation and restoration activities. | ||||||
21 | (b) The Board shall be composed of 12 members to be | ||||||
22 | appointed as follows: | ||||||
23 | (1) Through December 31, 2006, the Governor shall make |

1 | appointments from a list of names submitted by qualified | ||||||
2 | producer associations, of which 10 shall be oil and gas | ||||||
3 | producers. | ||||||
4 | (2) Beginning January 1, 2007, all appointments shall | ||||||
5 | be made by the qualified producer associations. | ||||||
6 | (c) A member of the Board shall: | ||||||
7 | (1) be at least 25 years of age; | ||||||
8 | (2) be a resident of the State of Illinois; and | ||||||
9 | (3) have at least 5 years of active experience in the | ||||||
10 | oil industry. | ||||||
11 | (d) Members shall serve for a term of 3 years, except that | ||||||
12 | of the initial appointments, 4 members shall serve for one | ||||||
13 | year, 4 members for 2 years, and 4 members for 3 years. | ||||||
14 | Beginning July 1, 2024, no member shall be appointed to a term | ||||||
15 | that would cause the member to exceed 9 years of total service | ||||||
16 | on the Board, unless approved by a two-thirds majority vote of | ||||||
17 | the members of the qualified producer association's executive | ||||||
18 | committee who are present and voting. | ||||||
19 | (e) Vacancies shall be filled for the unexpired term of | ||||||
20 | office in the same manner as the original appointment. | ||||||
21 | (f) The Board shall, at its first meeting, elect one of its | ||||||
22 | members as chairperson, who shall preside over meetings of the | ||||||
23 | Board and perform other duties that may be required by the | ||||||
24 | Board. The first meeting of the Board shall be called by the | ||||||
25 | Governor. | ||||||
26 | (g) No member of the Board shall receive a salary or |

1 | reimbursement for duties performed as a member of the Board, | ||||||
2 | except that members are eligible to receive reimbursement for | ||||||
3 | travel expenses incurred in the performance of Board duties. | ||||||
