Bill Title: Amends the Illinois Municipal Code. Provides that, in a municipality with at least one high school in a county of 175,000 or more inhabitants, the municipality shall include in its search for new hires for its police department candidates who are in or who have completed the police training academy job training program under the School Code from high schools in marginalized communities. Limits home rule powers. Amends the School Code. Makes the establishment of the police training academy job training program mandatory in school districts with a high school in a county of 175,000 or more inhabitants.

4 | Section 5. The Illinois Municipal Code is amended by adding | ||||||||||||||||||||||||||
5 | Section 10-4-6.5 as follows:

8 | program. In a municipality with at least one high school in a | ||||||||||||||||||||||||||
9 | county of 175,000 or more inhabitants, the municipality shall | ||||||||||||||||||||||||||
10 | include in its search for new hires for its police department | ||||||||||||||||||||||||||
11 | candidates who are in or who have completed the police training | ||||||||||||||||||||||||||
12 | academy job training program under Section 22-83 of the School | ||||||||||||||||||||||||||
13 | Code from high schools in marginalized communities. | ||||||||||||||||||||||||||
14 | A home rule municipality may not search for candidates for | ||||||||||||||||||||||||||
15 | its police department in a manner inconsistent with this | ||||||||||||||||||||||||||
16 | Section. This Section is a limitation under subsection (i) of | ||||||||||||||||||||||||||
17 | Section 6 of Article VII of the Illinois Constitution on the | ||||||||||||||||||||||||||
18 | concurrent exercise by home rule units of powers and functions | ||||||||||||||||||||||||||
19 | exercised by the State.

2 | Sec. 22-83. Police training academy job training program. | ||||||
3 | (a) In a county of 175,000 or more inhabitants, any school | ||||||
4 | district with a high school shall may establish one or more | ||||||
5 | partnerships with a local police department, county sheriff, or | ||||||
6 | police training academy to establish a jobs training program | ||||||
7 | for high school students. The school district shall establish | ||||||
8 | its partnership or partnerships on behalf of all of the high | ||||||
9 | schools in the district; no high school shall establish a | ||||||
10 | partnership for this purpose separate from the school | ||||||
11 | district's partnership under this Section. The jobs training | ||||||
12 | program shall be open to all students, regardless of prior | ||||||
13 | academic history. However, to encourage and maintain | ||||||
14 | successful program participation and partnerships, the school | ||||||
15 | districts and their partner agencies may impose specific | ||||||
16 | program requirements. | ||||||
17 | (b) The State Board of Education shall track participation | ||||||
18 | and the success of students participating in the jobs training | ||||||
19 | program established under this Section and annually publish a | ||||||
20 | report on its website examining the program and its success.
