AN ACT concerning education.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Board of Higher Education Act is amended by
adding Section 9.34 as follows:
(110 ILCS 205/9.34 new)
Sec. 9.34. Online degree plans; cost study.
(a) Each public university shall submit to the Board a
study of the costs of making available online 4 of the
university's most popular degree programs, as determined by the
university. Each university's reported cost study must include
the methodology used for the cost study and an explanation for
each expense listed in the study.
(b) The Board shall use new and existing data, including
performance measures, ongoing research studies, and survey
data, to evaluate probable student outcomes for online degree
plans identified by the universities. The Board shall do the
following:
(1) analyze and compare all reported cost studies under
this Section and corresponding student outcomes to
determine the most efficient and effective of the proposed
online degree plans among those universities generally;
and

(2) notify each university of its conclusions.
