Bill Title: Amends the School Code. Requires the State Board of Education to establish and maintain a homeless student pilot program during the 2021-2022, 2022-2023, and 2023-2024 school years at Ryan Banks Academy ("the School") for at-risk homeless students or housing-unstable students who are exposed to trauma or violence. Provides requirements for the School and the program. Contains provisions regarding the pilot program's goals. Requires the State Board of Education to report its recommendation for expansion, revision, or discontinuation of the pilot program to the Governor and the General Assembly on or before June 1, 2023. Repeals the provisions on June 1, 2024. Effective immediately.

1 | AN ACT concerning education.
| ||||||||||||||||||||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||||||||||||||||||||
3 | represented in the General Assembly:
| ||||||||||||||||||||||||
4 | Section 5. The School Code is amended by adding Section | ||||||||||||||||||||||||
5 | 2-3.182 as follows:
| ||||||||||||||||||||||||
6 | (105 ILCS 5/2-3.182 new) | ||||||||||||||||||||||||
7 | Sec. 2-3.182. Homeless student pilot program. | ||||||||||||||||||||||||
8 | (a) In this Section, "School" means the Ryan Banks Academy. | ||||||||||||||||||||||||
9 | (b) The State Board of Education shall establish and | ||||||||||||||||||||||||
10 | maintain at the School during the 2021-2022, 2022-2023, and | ||||||||||||||||||||||||
11 | 2023-2024 school years a pilot program for at-risk homeless | ||||||||||||||||||||||||
12 | students or housing-unstable students who are exposed to trauma | ||||||||||||||||||||||||
13 | or violence as described in this Section. | ||||||||||||||||||||||||
14 | (c) The School shall maintain a location in a municipality | ||||||||||||||||||||||||
15 | with a population greater than 1,000,000 and serve at-risk | ||||||||||||||||||||||||
16 | children who: | ||||||||||||||||||||||||
17 | (1) qualify for free or reduced lunch; | ||||||||||||||||||||||||
18 | (2) are homeless or come from housing-unstable homes; | ||||||||||||||||||||||||
19 | and | ||||||||||||||||||||||||
20 | (3) have exposure to violence or trauma. | ||||||||||||||||||||||||
21 | (d) The School must have or establish a curriculum that | ||||||||||||||||||||||||
22 | provides School students through the pilot program an immersing | ||||||||||||||||||||||||
23 | and innovative educational experience, including, but not |

1 | limited to: | ||||||
2 | (1) individualized pathways for learning; | ||||||
3 | (2) social and emotional learning; and | ||||||
4 | (3) experiential focus. | ||||||
5 | (e) The School must have or establish a partnership with an | ||||||
6 | Illinois college or university that provides STEM education to | ||||||
7 | provide a pathway for School students through the pilot program | ||||||
8 | that: | ||||||
9 | (1) provides mentoring to all students; | ||||||
10 | (2) provides an opportunity for scholarships to | ||||||
11 | students at the School; and | ||||||
12 | (3) begins in grade 7 and continues through to an | ||||||
13 | undergraduate degree at an Illinois college or university. | ||||||
14 | (f) The following are the goals of the pilot program: | ||||||
15 | (1) Provide safety and stability to educate students | ||||||
16 | who have needs that are currently not being met by Chicago | ||||||
17 | Public Schools, including, but not limited to, needs | ||||||
18 | related to poverty, trauma, exposure to violence, and | ||||||
19 | homelessness or unstable housing. | ||||||
20 | (2) Support policies of the State of Illinois to | ||||||
21 | provide excellence in mathematics and science education in | ||||||
22 | order to nourish an informed citizenry, ensure | ||||||
23 | technological skills for Illinois' work force, and assist | ||||||
24 | in the preparation of professionals to serve the interests | ||||||
25 | of Illinois in such fields as engineering, research, | ||||||
26 | teaching, and computer technology. |

1 | (g) On or before June 1, 2023, the State Board of Education | ||||||
2 | shall report its recommendation for expansion, revision, or | ||||||
3 | discontinuation of the pilot program to the Governor and the | ||||||
4 | General Assembly. | ||||||
5 | (h) This Section is repealed on June 1, 2024.

6 | Section 99. Effective date. This Act takes effect upon | ||||||
7 | becoming law.
