1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, A Purple Star School is a public school that is | ||||||
3 | committed to supporting the unique educational and | ||||||
4 | social-emotional needs of military-connected children; and
| ||||||
5 | WHEREAS, Purple Star Schools recognize that | ||||||
6 | military-connected students must move whenever their | ||||||
7 | active-duty parent receives a relocation order and will uproot | ||||||
8 | and change schools far more often than their civilian peers; | ||||||
9 | and
| ||||||
10 | WHEREAS, A military-connected child can expect to move six | ||||||
11 | to nine times between kindergarten and their high school | ||||||
12 | graduation; and
| ||||||
13 | WHEREAS, Purple Star Schools acknowledge that every | ||||||
14 | military-connected child has left behind friends and support | ||||||
15 | networks and may be dealing with a parent who is away from home | ||||||
16 | on deployment; and
| ||||||
17 | WHEREAS, Several states have begun to recognize Purple | ||||||
18 | Star Schools, including Indiana and Ohio; and
| ||||||
19 | WHEREAS, It is important that Illinois schools share this | ||||||
20 | commitment to military-connected children when they are |

1 | relocated into a new school district; therefore, be it
| ||||||
2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
3 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
4 | SENATE CONCURRING HEREIN, that we urge the Illinois State | ||||||
5 | Board of Education to establish and manage a program | ||||||
6 | designating Purple Star Schools in Illinois; and be it further
| ||||||
7 | RESOLVED, That we urge the State Board of Education to | ||||||
8 | ensure a school meets, at a minimum, the following | ||||||
9 | requirements prior to being designated a Purple Star School: | ||||||
10 | (1)Designate a staff point of contact for military | ||||||
11 | students and families; | ||||||
12 | (2)Establish and maintain a dedicated page on its | ||||||
13 | Internet website or a location in the school's | ||||||
14 | administrative office featuring information and resources | ||||||
15 | for military families; | ||||||
16 | (3)Maintain a student-led transition program to | ||||||
17 | include a student transition team coordinator; and | ||||||
18 | (4)Provide professional development for additional | ||||||
19 | staff on special considerations for military students and | ||||||
20 | families; and be it further

21 | RESOLVED, That we urge the State Board of Education to | ||||||
22 | utilize the Military Child Education Coalition for resources | ||||||
23 | and information regarding establishing and managing a Purple |

1 | Star School program in Illinois; and be it further

2 | RESOLVED, That beginning with the 2022-2023 school year, | ||||||
3 | we urge the State Board of Education to begin submitting an | ||||||
4 | annual report by December 31 of each year to the General | ||||||
5 | Assembly on which schools have been designated a Purple Star | ||||||
6 | School; and be it further

7 | RESOLVED, That a suitable copy of this resolution be | ||||||
8 | delivered to State Superintendent Dr. Carmen Ayala.
