1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, James L. Easterly's accomplishments have made a | ||||||
3 | lasting impression upon the Illinois Department of | ||||||
4 | Transportation (IDOT) and the State of Illinois; and
| ||||||
5 | WHEREAS, James Easterly received a bachelor's degree in | ||||||
6 | Civil Engineering from Bradley University in 1969 and a | ||||||
7 | master's degree in Public Administration from the University | ||||||
8 | of Illinois in 1996; and
| ||||||
9 | WHEREAS, James Easterly began working for IDOT after high | ||||||
10 | school and continued until his retirement in May 2003; and
| ||||||
11 | WHEREAS, During his time with IDOT, James Easterly served | ||||||
12 | in a variety of capacities, including as resident engineer, | ||||||
13 | statewide construction engineer, and district engineer in | ||||||
14 | Springfield and Collinsville, and culminated his career as | ||||||
15 | IDOT Director of Highways; and
| ||||||
16 | WHEREAS, James Easterly was a mentor and friend to all; he | ||||||
17 | was an outstanding engineer who dedicated his career to public | ||||||
18 | service and to building a better Illinois; he gave generously | ||||||
19 | of himself, providing leadership, engineering excellence, and | ||||||
20 | guidance to IDOT; he left a lasting legacy of safety and | ||||||
21 | improvements to the transportation system in Illinois that |

1 | will stand the test of time and benefit future generations for | ||||||
2 | years to come; and
| ||||||
3 | WHEREAS, James Easterly was well respected by those within | ||||||
4 | IDOT and the private sector for the example he set, the | ||||||
5 | fairness he displayed, and the leadership he provided; one of | ||||||
6 | his greatest gifts to his staff, future generations of IDOT | ||||||
7 | employees, and to the public was his ability to value and build | ||||||
8 | partnerships that found common ground within the communities | ||||||
9 | and the State of Illinois; he helped IDOT become one of the | ||||||
10 | best and most respected departments of transportation in the | ||||||
11 | country; and
| ||||||
12 | WHEREAS, James Easterly and his achievements at IDOT | ||||||
13 | deserve recognition by the citizens of Illinois; therefore, be | ||||||
14 | it

15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
16 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
17 | SENATE CONCURRING HEREIN, that we designate the Illinois | ||||||
18 | Department of Transportation, District 6 Headquarters in | ||||||
19 | Springfield, as the "James L. Easterly Building"; and be it | ||||||
20 | further

22 | presented to Mrs. James L. Easterly, Governor JB Pritzker, the |
