1 | HOUSE JOINT RESOLUTION 27
| ||||||
2 | WHEREAS, In 2010 the State of Illinois enacted a new set of | ||||||
3 | pension benefits for public employees in State-funded pension | ||||||
4 | systems; and
| ||||||
5 | WHEREAS, Public employees hired on or after January 1, 2011 | ||||||
6 | are commonly referred to as "Tier 2" members; and
| ||||||
7 | WHEREAS, These Tier 2 members include public school | ||||||
8 | teachers in K-12 classrooms throughout the State of Illinois; | ||||||
9 | and
| ||||||
10 | WHEREAS, Public school teachers do not receive Social | ||||||
11 | Security, and many pension experts believe that Tier 2 benefits | ||||||
12 | do not provide a pension that is at least equal to that federal | ||||||
13 | program; and
| ||||||
14 | WHEREAS, It is essential that Illinois provide a benefit | ||||||
15 | and pay package that will attract the most talented and | ||||||
16 | ambitious teachers in the country to our schools; and
| ||||||
17 | WHEREAS, These benefits have been in effect for newly hired | ||||||
18 | public school teachers for over two years with no study of how | ||||||
19 | this has impacted recruitment and retention of teachers in | ||||||
20 | Illinois; and

1 | WHEREAS, It is appropriate for the General Assembly to | ||||||
2 | study the impact of these benefits on the State's ability to | ||||||
3 | provide the best teachers to our children; therefore, be it
| ||||||
4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
5 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
6 | SENATE CONCURRING HEREIN, that the Teacher Recruiting and | ||||||
7 | Retention Task Force be created to study the impact of these | ||||||
8 | Tier 2 pension benefits on the ability of school districts to | ||||||
9 | recruit and retain teachers in public school classrooms; and be | ||||||
10 | it further
| ||||||
11 | RESOLVED, That the Task Force shall consist of 2 members of | ||||||
12 | the House of Representatives appointed by the Speaker of the | ||||||
13 | House, one of whom shall serve as co-chair, 2 members of the | ||||||
14 | House of Representatives appointed by the Minority Leader of | ||||||
15 | the House, 2 members of the Senate appointed by the President | ||||||
16 | of the Senate, one of whom shall serve as co-chair, 2 members | ||||||
17 | of the Senate appointed by the Minority Leader of the Senate, | ||||||
18 | and 2 members appointed by the Governor; and be it further

19 | RESOLVED, That 2 members from a statewide school alliance | ||||||
20 | and 2 members from separate unions representing public school | ||||||
21 | teachers statewide shall be appointed by the co-chairs to the | ||||||
22 | Task Force; and be it further

1 | RESOLVED, That the State Board of Education shall provide | ||||||
2 | all necessary support to the Task Force; and be it further
| ||||||
3 | RESOLVED, That the Task Force shall report its findings to | ||||||
4 | the Governor and the General Assembly on or before January 1, | ||||||
5 | 2014.
