2 | WHEREAS, The COVID-19 pandemic could result in net losses | ||||||
3 | starting at $3.2 trillion and reaching as much as $4.8 | ||||||
4 | trillion in U.S. real gross domestic product over the course | ||||||
5 | of two years; and
| ||||||
6 | WHEREAS, Researchers found that the mandatory closures and | ||||||
7 | partial reopenings alone could result in a 22% loss of U.S. GDP | ||||||
8 | in just one year and an even greater loss of GDP over two | ||||||
9 | years; and
| ||||||
10 | WHEREAS, 54 million to 367 million workdays would be lost | ||||||
11 | due to people getting sick with COVID-19, and 2 million to | ||||||
12 | nearly 15 million workdays would be lost due to employees | ||||||
13 | staying home to care for sick loved ones; and
| ||||||
14 | WHEREAS, Job losses could range from 14.7% to 23.8% and, | ||||||
15 | in a worst-case scenario, affect an estimated 36.5 million | ||||||
16 | workers; and

17 | WHEREAS, Data shows 60% of business closures due to the | ||||||
18 | coronavirus pandemic are now permanent; and
| ||||||
19 | WHEREAS, An increase in pent-up demand will arise, as | ||||||
20 | consumers are unable to spend money on big-ticket items such |

1 | as cars and on travel, restaurants, hotels, merchandise, | ||||||
2 | fitness, sporting events and concerts during the closures, | ||||||
3 | and, to a lesser extent, during the phased reopenings; | ||||||
4 | therefore, be it

5 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
6 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
7 | SENATE CONCURRING HEREIN, that we urge the Governor to refund | ||||||
8 | the Business Interruption Grants (BIG) program in the next | ||||||
9 | budget, which is essential to rebuilding the Illinois economy | ||||||
10 | once reopened; and be it further
