1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, Electricity prices in the past 3 years have been | ||||||
3 | volatile, particularly for states that have deregulated their | ||||||
4 | public utility electric generation; and
| ||||||
5 | WHEREAS, Non-residential customers have a wide variety of | ||||||
6 | non-utility retail electricity suppliers that provide them a | ||||||
7 | choice of competitive electricity supply; and
| ||||||
8 | WHEREAS, Alternative retail sources of electricity have | ||||||
9 | not developed to any great extent for residential customers | ||||||
10 | since residential customer choice was enacted in Illinois in | ||||||
11 | 2002; and
| ||||||
12 | WHEREAS, The volatility of electricity prices has placed | ||||||
13 | financial stress on residential customers, and low-income | ||||||
14 | residential customers in particular; and
| ||||||
15 | WHEREAS, Since 2001, many states have abandoned, modified, | ||||||
16 | or curtailed their public utility deregulation initiatives; | ||||||
17 | and
| ||||||
18 | WHEREAS, Several states that deregulated their public | ||||||
19 | utilities prior to 2001, including Illinois, have explored ways | ||||||
20 | to mitigate the more volatile aspects of deregulation; and

1 | WHEREAS, One of the methods of mitigating price volatility | ||||||
2 | being considered by some states is to allow and facilitate the | ||||||
3 | reintegration of electric generation with their public | ||||||
4 | utilities as a way to provide regulatory price stability to | ||||||
5 | their residential customers; and
| ||||||
6 | WHEREAS, Some public utilities are in the process of | ||||||
7 | analyzing the possibility of reintegrating some affiliated | ||||||
8 | electric generation facilities or constructing electric | ||||||
9 | generation facilities to mitigate price volatility for | ||||||
10 | residential customers; and
| ||||||
11 | WHEREAS, The Illinois Power Agency was created by Public | ||||||
12 | Act 95-0481 and its duties, in part, require the development of | ||||||
13 | "electricity procurement plans to ensure adequate, reliable, | ||||||
14 | affordable, efficient, and environmentally sustainable | ||||||
15 | electric service at the lowest cost over time, taking into | ||||||
16 | account any benefits of price stability"; therefore, be it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
18 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
19 | SENATE CONCURRING HEREIN, that the Illinois Power Agency in its | ||||||
20 | annual report to the General Assembly as required by Public Act | ||||||
21 | 95-0481 include a discussion about how the Illinois Power | ||||||
22 | Agency could work in cooperation with Illinois electric public |

1 | utilities to look into the feasibility of (1) integrating | ||||||
2 | existing electric generating facilities into an Illinois | ||||||
3 | electric public utility or (2) the construction of electric | ||||||
4 | generating facilities by an Illinois electric public utility, | ||||||
5 | or any combination thereof, in order to provide rate stability | ||||||
6 | or other benefits to their residential customers; and be it | ||||||
7 | further

8 | RESOLVED, That a suitable copy of this resolution be | ||||||
9 | delivered to the Director of the Illinois Power Agency.
