Bill Title: Proposes to amend the Legislature and Executive Articles of the Illinois Constitution. Provides that a person may not be elected to the office of State Senator or State Representative for terms totalling more than 12 years in each office. Provides that a person may not be elected to any single Executive Branch office for terms totalling more than 8 years in each office. Provides that service prior to the date of the adoption of the amendment shall be considered in the calculation of a person's service. Provides that any person in office at the time of the adoption of this amendment to the Illinois Constitution who meets the specified term limitation shall be allowed to complete his or her term of office. Proposes to amend the Finance Article of the Illinois Constitution. Provides that the Auditor General shall serve a term of 4 years (rather than 10 years), and shall not be eligible for reappointment. Specifies that the provision shall apply to service as Auditor General prior to the adoption of the amendment. Provides further requirements concerning any person serving as the Auditor General at the time of the adoption of the amendment. Effective upon being declared adopted.

SYNOPSIS AS INTRODUCED:
ILCON Art. IV, Sec. 2.5 new

ILCON Art. VIII, Sec. 3

Proposes to amend the Legislature and Executive Articles of the Illinois Constitution. 3 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption
8of this resolution a proposition to add Section 2.5 to Article
9IV, amend Section 2 of Article V, and amend Section 3 of
10Article VIII of the Illinois Constitution as follows:

THE LEGISLATURE

14SECTION 2.5. TERM LIMITS
15 A person may not be elected to the office of State Senator
16or State Representative for terms totalling more than 12 years
17in each office. Service prior to the date of the adoption of
18this amendment to the Illinois Constitution shall be
19considered in the calculation of a person's service. Any
20person in office at the time of the adoption of this amendment
21to the Illinois Constitution who meets the term limitation set
22by this Section shall be allowed to complete his or her term of
23office.

THE EXECUTIVE

4SECTION 2. TERMS
5 (a) These elected officers of the Executive Branch shall
6hold office for four years beginning on the second Monday of
7January after their election and, except in the case of the
8Lieutenant Governor, until their successors are qualified.
9They shall be elected at the general election in 1978 and every
10four years thereafter.
11 (b) A person may not be elected to any single Executive
12Branch office for terms totalling more than 8 years in each
13office. Service prior to the date of the adoption of this
14amendment to the Illinois Constitution shall be considered in
15the calculation of a person's service. Any person in office at
16the time of the adoption of this amendment to the Illinois
17Constitution who meets the term limitation set by this Section
18shall be allowed to complete his or her term of office.

1SECTION 3. STATE AUDIT AND AUDITOR GENERAL
2 (a) The General Assembly shall provide by law for the
3audit of the obligation, receipt and use of public funds of the
4State. The General Assembly, by a vote of three-fifths of the
5members elected to each house, shall appoint an Auditor
6General and may remove him for cause by a similar vote. The
7Auditor General shall serve for a single term of 4 ten years,
8and shall not be eligible for reappointment. Service prior to
9the date of the adoption of this amendment to the Illinois
10Constitution shall be considered in the calculation of a
11person's service. Any person in office at the time of the
12adoption of this amendment to the Illinois Constitution, if
13that person has not yet served 4 years in office, shall be
14allowed to complete a 4-year term of office. If the person in
15office as Auditor General at the time of the adoption of this
16amendment to the Illinois Constitution has served 4 years or
17more as Auditor General, that person's term of office shall
18end upon the declaration of the adoption of this amendment.
19His compensation shall be established by law and shall not be
20diminished, but may be increased, to take effect during his
21term.
22 (b) The Auditor General shall conduct the audit of public
23funds of the State. He shall make additional reports and
24investigations as directed by the General Assembly. He shall
25report his findings and recommendations to the General
26Assembly and to the Governor.

SCHEDULE
3 This Constitutional Amendment takes effect upon being
4declared adopted in accordance with Section 7 of the Illinois
5Constitutional Amendment Act.
