Bill Title: Proposes to amend the Legislature Article of the Illinois Constitution. Prohibits a person from holding the office of State Senator or State Representative or a combination of those offices for more than 20 years; provided that service before the second Wednesday in January of 2017 shall not be considered in the calculation of a person's service. Proposes to amend the Executive Article of the Illinois Constitution. Prohibits an executive branch officer from serving more than 2 consecutive terms in the same executive branch office. Effective upon being declared adopted. Applies to the election of executive branch officers in 2018 and thereafter.

8 | this resolution a proposition to amend the Illinois | |||||||||||||||||||||
9 | Constitution by adding Section 2.5 to Article IV and by | |||||||||||||||||||||
10 | changing Section 2 of Article 5 as follows:

2 | SECTION 2. TERMS
| ||||||
3 | (a) These elected officers of the Executive Branch shall | ||||||
4 | hold office for
four years beginning on the second Monday of | ||||||
5 | January after their
election and, except in the case of the | ||||||
6 | Lieutenant Governor, until their
successors are qualified. | ||||||
7 | They shall be elected at the general election
in 1978 and every | ||||||
8 | four years thereafter. | ||||||
9 | (b) A person may not serve more than 2 consecutive terms of | ||||||
10 | office within the same Executive Branch office. A person who | ||||||
11 | has served 2 consecutive terms within the same Executive Branch | ||||||
12 | office may not serve another term of office in that office | ||||||
13 | until 8 years after the conclusion of the person's second | ||||||
14 | consecutive term. | ||||||
15 | A person is considered to serve a term of office for the | ||||||
16 | purpose of this subsection if the person is elected or | ||||||
17 | appointed to serve any portion of the term.

20 | This Constitutional Amendment takes effect upon being | ||||||
21 | declared adopted in
accordance with Section 7 of the Illinois | ||||||
22 | Constitutional Amendment Act and
applies to
the election of | ||||||
23 | officers of the executive branch in 2018 and thereafter.
