Bill Title: Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the annual base salary of a member shall be the same as the annual median household income in the State in the first year of a General Assembly as reported by the United States Bureau of the Census. Provides that the General Assembly shall pass no law that increases the base salary of a member of the General Assembly. Provides that the Amendment takes effect upon the conclusion of the 104th General Assembly.

SYNOPSIS AS INTRODUCED:
ILCON Art. IV, Sec. 11

    Proposes to amend the Legislature Article of the Illinois Constitution. Provides that the annual base salary of a member shall be the same as the annual median household income in the State in the first year of a General Assembly as reported by the United States Bureau of the Census. Provides that the General Assembly shall pass no law that increases the base salary of a member of the General Assembly. Provides that the Amendment takes effect upon the conclusion of the 104th General Assembly.

3    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
4HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
5SENATE CONCURRING HEREIN, that there shall be submitted to the
6electors of the State for adoption or rejection at the general
7election next occurring at least 6 months after the adoption
8of this resolution a proposition to amend Article IV of the
9Illinois Constitution by changing Sections 11 as follows:

13SECTION 11. COMPENSATION AND ALLOWANCES
14    The annual base salary of a member shall be the same as the
15annual median household income in this State in the first year
16of a General Assembly as reported by the United States Bureau
17of the Census. A member shall receive a salary and allowances
18as provided by law, but changes in the allowances salary of a
19member shall not take effect during the term for which he has
20been elected. The General Assembly shall pass no law that
21increases the base salary of a member of the General Assembly.
