Bill Title: Proposes to amend the Legislature Article of the Illinois Constitution. Provides that a person may not be elected to the office of State Senator or State Representative, or a combination of those offices, for terms totalling more than ten years. Provides that no person may be elected or appointed as a State Senator or State Representative if, upon completion of that term of office, he or she will have been a member of the General Assembly for more than ten years. Provides that service before the second Wednesday in January of 2021 shall not be considered in the calculation of a person's service. Effective upon being declared adopted.

Proposes to amend the Legislature Article of the Illinois Constitution. HOUSE JOINT RESOLUTION
CONSTITUTIONAL AMENDMENT
RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
HUNDRED FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
SENATE CONCURRING HEREIN, that there shall be submitted to the
electors of the State for adoption or rejection at the general
election next occurring at least 6 months after the adoption of
this resolution a proposition to add Section 2.5 to Article IV
of the Illinois Constitution as follows:
ARTICLE IV
THE LEGISLATURE
(ILCON Art. IV, Sec. 2.5 new)
SECTION 2.5. TERM LIMITS
A person may not be elected to the office of State Senator
or State Representative, or a combination of those offices, for
terms totalling more than ten years. No person may be elected
or appointed as a State Senator or State Representative if,
upon completion of that term of office, he or she will have
been a member of the General Assembly for more than ten years.
Service before the second Wednesday in January of 2021 shall
not be considered in the calculation of a person's service.
