Bill Title: Proposes to amend the General Provisions Article of the Illinois Constitution. Removes a provision that specifies that membership in any pension or retirement system of the State, any unit of local government or school district, or any agency or instrumentality thereof shall be an enforceable contractual relationship, the benefits of which shall not be diminished or impaired. Provides that a person who has not attained the age of 65 shall not be entitled to receive a retirement pension from a pension or retirement system of the State, any unit of local government or school district, or any agency or instrumentality thereof. Provides that an automatic annual increase or cost of living adjustment to any pension granted by a pension or retirement system of the State, any unit of local government or school district, or any agency or instrumentality thereof shall not exceed the lesser of 2% of the pension amount or the annual unadjusted percentage increase (but not less than zero) in the consumer price index for all urban consumers for the 12 months ending with the September preceding each November 1, including all previous adjustments. Provides that no pension granted by a pension or retirement system of the State, any unit of local government or school district, or any agency or instrumentality thereof shall exceed an annual amount of $110,000; except that this amount shall annually be increased by the lesser of 2% or the annual unadjusted percentage increase (but not less than zero) in the consumer price index for all urban consumers for the 12 months ending with the September preceding each November 1, including all previous adjustments. Effective upon being declared adopted in accordance with Section 7 of the Illinois Constitutional Amendment Act.

13 | SECTION 5. LIMITATION OF PENSION AND RETIREMENT RIGHTS
