1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, The Windfall Elimination Provision (WEP) was | ||||||
3 | created in 1983 to fix an error in how Social Security benefits | ||||||
4 | were calculated that had become known as the "windfall"; | ||||||
5 | however, the WEP did not always function as intended and often | ||||||
6 | penalized workers by giving them a lower income replacement | ||||||
7 | rate than they deserved; and

8 | WHEREAS, The WEP is also overly complicated in addition to | ||||||
9 | being overly punitive; it is not an issue for individuals who | ||||||
10 | spend their entire career in one job where they do not pay | ||||||
11 | Social Security tax; however, for those who work both at a job | ||||||
12 | where they do pay the tax and one where they do not, it can be | ||||||
13 | a very confusing process to deal with the WEP; in the modern | ||||||
14 | economy, it is more likely that an individual will have | ||||||
15 | multiple jobs over their lifetime rather than just one; and

16 | WHEREAS, United States House Resolution 711 of the 114th | ||||||
17 | Congress would have repealed the Windfall Elimination | ||||||
18 | Provision and replaced it with the Public Servant Fairness | ||||||
19 | Formula; this change would allow for the use of one benefit | ||||||
20 | calculation for all beneficiaries; it would be easier to | ||||||
21 | understand and more fair; and

22 | WHEREAS, U.S. H.R. 711 of the 114th Congress was not |

1 | supported by all as the best way to fix the problems created by | ||||||
2 | the WEP; however, it has gone further in the process than | ||||||
3 | previous attempts, showcasing the widespread belief that | ||||||
4 | something needs to be done to correct the problems created by | ||||||
5 | the WEP; therefore, be it

6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
7 | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
8 | we urge the President and the United States Congress to | ||||||
9 | continue to work to find a solution to the problems created by | ||||||
10 | the Windfall Elimination Provision; and be it further
| ||||||
11 | RESOLVED, That suitable copies of this resolution be | ||||||
12 | delivered to the President of the United States, the U.S. | ||||||
13 | Senate Majority Leader, the U.S. Senate Minority Leader, the | ||||||
14 | U.S. Speaker of the House, the U.S. House of Representatives | ||||||
15 | Minority Leader, and all members of the Illinois Congressional | ||||||
16 | Delegation.
