2 | WHEREAS, The members of the House of Representatives have | ||||||
3 | learned with great sadness of the passing of former Illinois | ||||||
4 | Comptroller Dawn Clark Netsch; and
| ||||||
5 | WHEREAS, Dawn Clark Netsch served with great distinction as | ||||||
6 | a delegate in the 1970 Constitutional Convention and in the | ||||||
7 | Illinois Senate; and
| ||||||
8 | WHEREAS, Dawn Clark Netsch specialized in breaking glass | ||||||
9 | ceilings; she will be forever remembered as the first woman to | ||||||
10 | win state-wide constitutional office and the gubernatorial | ||||||
11 | nomination of a major political party; and
| ||||||
12 | WHEREAS, Dawn Clark Netsch brought a remarkable | ||||||
13 | intellectual capacity and "hands-on" leadership to a wide | ||||||
14 | breadth of issues, ranging from State finance to environmental | ||||||
15 | quality, from voting rights to campaign finance reform; and
| ||||||
16 | WHEREAS, Dawn Clark Netsch graduated magna cum laude from | ||||||
17 | Northwestern University Law School; she later served at a | ||||||
18 | Washington D.C. law firm, followed by a clerkship for U.S. | ||||||
19 | District Court Judge Julius Hoffman; and

20 | WHEREAS, Dawn Clark Netsch's achievements earned her many |

| |||||||
1 | awards from groups like Common Cause, the Illinois | ||||||
2 | Environmental Council, and the YMCA; in January of 2013, she | ||||||
3 | was the recipient of a lifetime achievement award from Planned | ||||||
4 | Parenthood on the 40th anniversary of Roe v. Wade; and
| ||||||
5 | WHEREAS, Dawn Clark Netsch, through her work as an | ||||||
6 | administrative and legal aide to Governor Otto Kerner, helped | ||||||
7 | modernize Illinois government; and
| ||||||
8 | WHEREAS, Dawn Clark Netsch taught a wide range of classes | ||||||
9 | at Northwestern University Law School; she also co-authored a | ||||||
10 | widely used text on state and local government; and
| ||||||
11 | WHEREAS, While a native of Ohio by birth, Dawn Clark Netsch | ||||||
12 | and her late husband, the internationally known architect, | ||||||
13 | Walter Netsch, called Chicago home; and
| ||||||
14 | WHEREAS, Dawn Clark Netsch was a major fan of the Chicago | ||||||
15 | White Sox; her sense of humor was evident in her gubernatorial | ||||||
16 | television advertisement that depicted her as a | ||||||
17 | straight-shooting pool player; and
| ||||||
18 | WHEREAS, Even in her final weeks, Dawn Clark Netsch | ||||||
19 | continued to work for the people of this State through the | ||||||
20 | Illinois Task Force on Campaign Reform and Chicago Mayor Rahm | ||||||
21 | Emanuel's Ethics Reform Task Force; therefore, be it

1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
2 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
3 | we hail Dawn Clark Netsch for her life of vast accomplishments | ||||||
4 | and we recognize her major contributions to improving the lives | ||||||
5 | and livelihoods of the people of Illinois.
