1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, Downstate mass transit districts as created under | ||||||
3 | the Local Mass Transit Act are a critical part of the State's | ||||||
4 | infrastructure; and
| ||||||
5 | WHEREAS, A well-developed and maintained downstate mass | ||||||
6 | transit system is important for the commuting public and is an | ||||||
7 | essential element in the State's economic development | ||||||
8 | activities; and
| ||||||
9 | WHEREAS, The Downstate Operating Assistance Program | ||||||
10 | (DOAP), as a grant program to help develop and operate | ||||||
11 | downstate public transportation services, provides up to 65% of | ||||||
12 | eligible costs with each participant getting an annual | ||||||
13 | appropriation; and

14 | WHEREAS, In addition to DOAP, funding sources for the | ||||||
15 | downstate mass transit districts come from federal grants, | ||||||
16 | state grants, and tax revenue; and
| ||||||
17 | WHEREAS, According to summaries of the downstate mass | ||||||
18 | transit districts' revenue for Fiscal Year 2013, the districts | ||||||
19 | had a collective revenue of approximately $248.6 million and | ||||||
20 | expenditures of $197.4 million; and

1 | WHEREAS, There is interest concerning funding sources, | ||||||
2 | appointing authority, and contractual authority of each of | ||||||
3 | Illinois' downstate mass transit districts; therefore, be it
| ||||||
4 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
5 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
6 | the Auditor General is directed to conduct an audit of | ||||||
7 | downstate mass transit districts; and be it further
| ||||||
8 | RESOLVED, That the audit include, but not be limited to, | ||||||
9 | the following: | ||||||
10 | (1) an examination of the sources of funding for the | ||||||
11 | downstate mass transit districts in Fiscal Year 2016, and a | ||||||
12 | determination of whether the funding sources have | ||||||
13 | significantly changed over the past 10 years; | ||||||
14 | (2) an examination of the board of trustees governing | ||||||
15 | each downstate mass transit district, and the authority to | ||||||
16 | appoint those trustees to the governing board; and | ||||||
17 | (3) an examination of the contractual authority held by | ||||||
18 | each downstate mass transit district; and be it further

19 | RESOLVED, That the Department of Transportation and any | ||||||
20 | other State agency or other entity having information relevant | ||||||
21 | to this audit cooperate fully and promptly with the Auditor | ||||||
22 | General's Office in the conduct of this Audit; and be it | ||||||
23 | further

1 | RESOLVED, That the Auditor General commence this audit as | ||||||
2 | soon as possible and report its findings and recommendations | ||||||
3 | upon completion in accordance with the provisions of Section | ||||||
4 | 3-14 of the Illinois State Auditing Act; and be it further
| ||||||
5 | RESOLVED, That a suitable copy of this resolution shall be | ||||||
6 | presented to the Auditor General, the Secretary of State, and | ||||||
7 | the Secretary of the Department of Transportation.
