HOUSE RESOLUTION
2    WHEREAS, The ongoing teacher shortage and declining
3student performance in Illinois could be mitigated by
4increasing preparation time for educators; and
5    WHEREAS, Adequate preparation time allows teachers to
6enhance their effectiveness in the classroom, which
7contributes to improved student performance and academic
8success; currently, on average, teachers receive approximately
9half an hour of prep time within their contract hours; and
10    WHEREAS, Teachers consistently report that increased
11planning and collaboration time is a key factor in improving
12both retention and job satisfaction as well as effective
13instruction; research suggests that the ideal
14preparation-to-teaching time ratio should be 1:1 to 2:1,
15meaning that for each hour of classroom instruction, a teacher
16should have one to two hours for preparation; and
17    WHEREAS, With an ongoing shortage of substitute teachers,
18educators across the state are often asked and even coerced to
19forgo their own planning time in order to cover the education
20of students of other teachers, often with short notice,
21forcing them to spend uncompensated hours to prepare for their
22own student's instruction, adding to burn out and increasing

1the rate of individuals leaving the profession; and
2    WHEREAS, If teachers had adequate paid preparation time
3within the contracted school day, Illinois would benefit with
4improved student outcomes and the mitigation of a cause of
5early departure of teachers from classrooms; therefore, be it
6    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
7HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
8meaningful reform of education in Illinois requires structural
9changes at all levels, including increases to paid teacher
10preparation and collaboration time, staffing models, and
11systems for recognition and incentives for educators; and be
12it further
13    RESOLVED, That we urge school districts across the state
14to provide adequate paid planning time for teachers; and be it
15further
16    RESOLVED, That a suitable copy of this resolution be
17presented to the appropriate education stakeholders as an
18expression of our support for meaningful educational reforms.
