2 | WHEREAS, Dr. Mark R. Friedman, superintendent of | ||||||
3 | Libertyville Elementary District 70, has been named the 2009 | ||||||
4 | Illinois Superintendent of the Year; and
| ||||||
5 | WHEREAS, The award, sponsored by the Illinois Association | ||||||
6 | of School Administrators, was presented on November 23, 2008, | ||||||
7 | during the Third General Session of the Illinois Association of | ||||||
8 | School Boards (IASB), Illinois Association of School | ||||||
9 | Administrators (IASA) and Illinois Association of School | ||||||
10 | Business Officials (IASBO) 76th Joint Annual Conference in | ||||||
11 | Chicago; and
| ||||||
12 | WHEREAS, Dr. Friedman was selected from among more than 865 | ||||||
13 | Illinois superintendents and represented Illinois in the | ||||||
14 | National Superintendent of the Year Recognition during the | ||||||
15 | American Association of School Administrators (AASA) National | ||||||
16 | Conference in February of this year; and
| ||||||
17 | WHEREAS, The National Superintendent of the Year Award is | ||||||
18 | co-sponsored by the AASA and ARAMARK; a $10,000 college | ||||||
19 | scholarship will be presented in the name of the National | ||||||
20 | Superintendent of the Year to a student in the high school from | ||||||
21 | which the superintendent graduated; and

1 | WHEREAS, Before coming to Libertyville, Dr. Friedman was | ||||||
2 | assistant superintendent of curriculum, instruction, and | ||||||
3 | personnel for Lincolnwood School District 74, director of | ||||||
4 | instruction for Itasca District 10, and principal of Washington | ||||||
5 | Elementary School in Itasca; he began his career in education | ||||||
6 | as a Chicago teacher, moving on to become a reading laboratory | ||||||
7 | director in Chicago; and
| ||||||
8 | WHEREAS, He is a partner with BWP Associates, which | ||||||
9 | conducts education management consulting and executive | ||||||
10 | searches;
Dr. Friedman currently serves on the board of the | ||||||
11 | Illinois Association for Supervision and Curriculum | ||||||
12 | Development (23 years, including two terms as treasurer) and | ||||||
13 | the Lake County United Way (two terms); he has served as | ||||||
14 | president of the Lake County Superintendents Association | ||||||
15 | (2007-08) and the Northern Illinois Reading Recovery | ||||||
16 | Consortium (10 years); and
| ||||||
17 | WHEREAS, He is a founding member of the IASA School for | ||||||
18 | Advanced Leadership and has been an adjunct faculty member at | ||||||
19 | National-Louis University and North Park University; he is a | ||||||
20 | trainer and presenter for the Illinois Administrators Academy, | ||||||
21 | and a member of the National-Louis University Reading Advisory; | ||||||
22 | and
| ||||||
23 | WHEREAS, In 2008, he gave the welcome address for the Phi |

| |||||||
1 | Delta Kappa International Conference, presented at the AASA | ||||||
2 | National Conference on "Searching for the Superintendency," | ||||||
3 | and presented an Illinois Administrators Academy on | ||||||
4 | "Transformational Leadership;"
Dr. Friedman received a | ||||||
5 | doctorate in Educational Administration from Peabody College | ||||||
6 | of Vanderbilt University, a master’s in Public Administration | ||||||
7 | from Roosevelt University, and a bachelor of arts degree in | ||||||
8 | Political Science from Arizona State University; and
| ||||||
9 | WHEREAS, Dr. Friedman was appointed superintendent of | ||||||
10 | District 70 in 1992; Libertyville District 70 is a high | ||||||
11 | achieving system of five schools, kindergarten through eighth | ||||||
12 | grade, with 2,650 students and 320 employees; the Libertyville | ||||||
13 | community provides strong parental support and students | ||||||
14 | perform in the 95th percentile of the Illinois Standards | ||||||
15 | Achievement Test (ISAT) due in part to a cutting edge | ||||||
16 | curriculum; therefore, be it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
18 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
19 | congratulate Dr. Mark Friedman on this honor and wish him all | ||||||
20 | the best in his future endeavors; and be it further
| ||||||
21 | RESOLVED, That a suitable copy of this resolution be | ||||||
22 | presented to Dr. Mark Friedman as a symbol of our respect and | ||||||
23 | esteem.
