HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate Mark A. Biel, one of its
4former staffers, on the occasion of his 30th work anniversary
5at the Chemical Industry Council of Illinois; and
6 WHEREAS, Mark Biel is a graduate of Antioch High School in
7Antioch, and he holds a bachelor's degree in mass
8communications and political science from Illinois State
9University; and
10 WHEREAS, Mark Biel began his career in state government as
11a legislative intern to both former State Senator William
12Peterson of Long Grove and former House Majority Leader Robert
13Churchill; he then joined House Minority Leader Lee A.
14Daniel's communications staff in 1986; and
15 WHEREAS, Mark Biel met his future wife, Debbie, while
16working on the House Republican staff; they were married on
17August 4, 1990, and they are now parents of two adult children,
18Samantha and Daniel; and
19 WHEREAS, Mark Biel first joined the lobbying ranks while
20representing the Associated Employers of Illinois; he then
21served as director of Government Affairs for the Illinois

1Manufacturers' Association for four years; and
2 WHEREAS, In 1993, Mark Biel became the director of
3Government Affairs for the Chemical Industry Council of
4Illinois, a statewide trade association that monitors
5legislative and regulatory activity, with particular emphasis
6on environmental, energy, tax, and tort reform issues, and
7also provides science-related educational opportunities and
8scholarships to Illinois students; and
9 WHEREAS, In 1999, Mark Biel was named the chief executive
10officer for the Chemical Industry Council of Illinois, and he
11continues to serve in that position today; during his tenure,
12the association has grown to over 200 members, representing
13nearly 700 Illinois facilities; and
14 WHEREAS, In 2005, Mark Biel served as president of the
15Illinois Society of Association Executives (ISAE), and he
16received ISAE's Distinguished Member Award in 2008 for his
17service to the association field; and
18 WHEREAS, In 2009, Mark Biel was named chairman of the
19Midwest Region of the U.S. Chamber of Commerce's Institute for
20Organizational Management, and he also served on the U.S.
21Chamber's Board of Trustees for the Institute of
22Organizational Management; and

1 WHEREAS, Mark Biel has been a huge fan of his children's
2interest in vocal music and dance, serving as chairman of
3Glenwood Middle School's Dinner Theatre and Glenwood High
4School's Show Choir Competition for several years; and
5 WHEREAS, Mark Biel is a chef at heart and is well known for
6his beer can chicken, seafood chowder, and bananas foster; he
7also loves spending his free time traveling, golfing, and
8cheering for the Chicago Bears and the Chicago Bulls; and
9 WHEREAS, Mark Biel most cherishes his wife, children,
10family, friends, and faith; therefore, be it
11 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
12HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
13we congratulate Mark A. Biel on his 30 years at the Chemical
14Industry Council of Illinois and wish him many more wonderful
15years; and be it further
16 RESOLVED, That a suitable copy of this resolution be
17presented to Mark Biel as an expression of our esteem and
18respect.
