Bill Title: Encourages Illinois' institutions of higher education to embrace the neurodiversity paradigm and adopt a statement of inclusivity of neurodivergent individuals that appreciates and embraces the fact that every student is different and should be encouraged to reach their full potential.

| ||||||
2 | WHEREAS, The concept of neurodiversity is a way of looking | ||||||
3 | at Autism, ADD/ADHD, Dyslexia, Dyspraxia, and other human | ||||||
4 | neurocognitive variations as normal differences in individual | ||||||
5 | brain function and behavioral traits; and
| ||||||
6 | WHEREAS, Neurodiversity acknowledges this natural | ||||||
7 | phenomenon within the human population, uncovers the strengths | ||||||
8 | of neurodivergent individuals, and utilizes their talents to | ||||||
9 | increase innovation and productivity of society as a whole; | ||||||
10 | and
| ||||||
11 | WHEREAS, When neurodivergent people are understood, | ||||||
12 | valued, and empowered, we all stand to benefit from their | ||||||
13 | important and unique contributions; and
| ||||||
14 | WHEREAS, Neurodivergent people are increasingly involved | ||||||
15 | in postsecondary education but face serious barriers and | ||||||
16 | challenges on college campuses, not only related to | ||||||
17 | disability, functional differences, and accommodation needs | ||||||
18 | but also from stigma and prejudice toward neurodivergent | ||||||
19 | people; and

20 | WHEREAS, Recognition of the neurodiverse among Illinois' | ||||||
21 | students, faculty, staff, trustees, and administrative teams |

1 | at institutions of higher education enhances the learning | ||||||
2 | experience for our students and creates a more inclusive | ||||||
3 | educational environment, providing public benefits for our | ||||||
4 | communities; and

5 | WHEREAS, Illinois' institutions of higher education should | ||||||
6 | strive to improve support and accommodations for | ||||||
7 | neurodivergent students to help them achieve their personal | ||||||
8 | employment and career goals; and
| ||||||
9 | WHEREAS, The Illinois Community College Trustees | ||||||
10 | Association (ICCTA) was among the first of the higher | ||||||
11 | education entities in the United States to adopt a | ||||||
12 | Neurodiversity Inclusion Statement; therefore, be it
| ||||||
13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
14 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
15 | we encourage Illinois' institutions of higher education to | ||||||
16 | embrace the neurodiversity paradigm and adopt a statement of | ||||||
17 | inclusivity of neurodivergent individuals that appreciates and | ||||||
18 | embraces the fact that every student is different and should | ||||||
19 | be encouraged to reach their full potential; and be it further

20 | RESOLVED, That a suitable copy of this resolution be | ||||||
21 | presented to the Illinois Community College Trustees | ||||||
22 | Association (ICCTA) in recognition of its leadership in |
