HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives wish to congratulate David J. Kroeze, Ph.D.,
4on the occasion of his retirement as Superintendent of
5Northbrook School District 27; and
6 WHEREAS, At the end of the 2020-2021 school year, Dr.
7Kroeze will retire having led Northbrook School District 27
8for 29 years; and
9 WHEREAS, Dr. Kroeze has overseen a number of key
10achievements at Northbrook School District 27, including
11implementing the Baldrige Performance Excellence framework,
12establishing full-day kindergarten, renovating all of the
13District 27's state-of-the-art facilities, and co-founding the
14First in the World Consortium with Dr. Paul Kimmelman, which
15identified and recognized that District 27 students and those
16in the consortium rank at the highest levels of performance in
17mathematics and science in the world; and
18 WHEREAS, Dr. Kroeze's leadership has been apparent in the
19number of accolades Northbrook School District 27 has
20received, including the Certificate of Excellence Awards in
21Financial Reporting for 11 consecutive years, the Department
22of Education's Excellence Award for Wood Oaks Junior High

1School, and District 27 schools being named in the top 1 to 2
2percent of schools in the county and State for many years as
3noted by Chicago Magazine and the Illinois State Report Card;
4and
5 WHEREAS, Dr. Kroeze has led Northbrook School District 27
6through its greatest challenge to date by safely educating
7students throughout the course of the global COVID-19
8pandemic; he developed a hybrid synchronous learning model
9that allowed any interested student to attend school in-person
10to the greatest extent possible throughout the entirety of the
11school year; through his hybrid learning model, approximately
1294 percent of District 27's students attended school in-person
13everyday as of April 2021, which is a testament to his strong
14leadership, energy, and passion for education; and
15 WHEREAS, Dr. Kroeze has served the Northbrook community
16with the highest levels of respect and integrity; therefore,
17be it
18 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
19HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we congratulate David J. Kroeze, Ph.D., on his retirement,
21commend him for his dedication to the Northbrook community,
22and wish him the best in all his future endeavors; and be it
