1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, According to statistics from the Center for | ||||||
3 | Disease Control and Prevention, two-thirds of American adults | ||||||
4 | are overweight or obese; the rates of obesity have doubled in | ||||||
5 | children and tripled in teens since 1980 and 24.9% of | ||||||
6 | Illinoisans are considered obese; and
| ||||||
7 | WHEREAS, Obesity increases the risk of diabetes, heart | ||||||
8 | disease, stroke, and other health problems; and
| ||||||
9 | WHEREAS, Over the past two decades, there has been a | ||||||
10 | significant increase in the number of meals prepared and eaten | ||||||
11 | outside the home and eaten at restaurants and other | ||||||
12 | food-service establishments; and
| ||||||
13 | WHEREAS, The Nutrition Labeling and Education Act (NLEA) | ||||||
14 | was established in 1990; NLEA set a national standard for | ||||||
15 | nutrition labeling in packaged foods and beverages and has been | ||||||
16 | credited with helping consumers make healthier food choices | ||||||
17 | when shopping for food or eating at home; and

18 | WHEREAS, The LEAN Act is molded after the NLEA; the act | ||||||
19 | requires restaurants and other food service establishments | ||||||
20 | that serve prepared foods and have 20 or more locations to | ||||||
21 | disclose in writing the calories contained in each menu item |

1 | directly on the menu, menu board, or in designated alternative | ||||||
2 | ways, such as a menu insert or a sign directly next to the menu | ||||||
3 | board; and
| ||||||
4 | WHEREAS, The LEAN Act would require information regarding | ||||||
5 | calories, total fat, cholesterol, total carbohydrates, dietary | ||||||
6 | fiber, calories from fat, saturated fat, sodium, sugars, and | ||||||
7 | protein to be disclosed in all chain restaurants with more than | ||||||
8 | 20 locations; and

9 | WHEREAS, The LEAN Act would provide for uniform nutritional | ||||||
10 | disclosure practices for affected establishments and resolves | ||||||
11 | problems emerging from a complex patchwork or inconsistent | ||||||
12 | State and local regulations; and
| ||||||
13 | WHEREAS, The LEAN Act would require the presentation of the | ||||||
14 | calories and the nutritional information through a range of | ||||||
15 | options; calorie disclosure will be required on menu boards, | ||||||
16 | wall signs, or queue signs for quick serve establishments | ||||||
17 | and/or menu placement, menu inserts, or menu appendix for | ||||||
18 | seated establishments; therefore, be it

19 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
20 | NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
21 | urge the United States Congress to pass a national standard for | ||||||
22 | nutritional menu labeling in chain restaurants; and be it |

3 | presented to the members of the Illinois congressional | ||||||
4 | delegation.
