HOUSE RESOLUTION
2 WHEREAS, National Apprenticeship Week is celebrating its
3ninth anniversary of raising awareness of the vital role that
4Registered Apprenticeships play in providing opportunities to
5the people of Illinois by allowing apprentices to earn while
6they learn and preparing a pathway to good, quality jobs and
7well-paying careers and the ability to advance in those
8careers; and
9 WHEREAS, The advancement and well-being of Illinois
10depends upon its ability to expand opportunities in its
11workforce that are inclusive of individuals who have been
12historically underserved, marginalized, and adversely affected
13by persistent poverty and inequality in their chosen fields;
14and
15 WHEREAS, Registered Apprenticeship programs enable
16employers to develop and train their future workforce while
17offering career seekers affordable paths to secure high-paying
18jobs; and
19 WHEREAS, Registered Apprenticeship programs are uniquely
20able to meet the changing demands of the economy and provide a
21path for all qualified individuals, including women, youth,
22people of color, rural communities, justice-involved

1individuals, and individuals with disabilities, to become
2apprentices and contribute to America's industries; and
3 WHEREAS, Illinois recognizes that Registered
4Apprenticeships, a proven and industry-driven training model,
5is a key strategy to improving job quality and creating access
6to good-paying, family-sustaining jobs for all, starting with
7youth and young adults, while addressing some of our nation's
8pressing workforce challenges such as rebuilding our country's
9infrastructure, addressing critical supply chain demands,
10supporting a clean energy workforce, modernizing our
11cybersecurity response, and responding to care economy issues;
12and
13 WHEREAS, The United States Department of Labor is bringing
14together employers, industry associations, labor
15organizations, community-based organizations, workforce
16partners, education providers, and governments to celebrate
17National Apprenticeship Week from November 13-19, 2023; and
18 WHEREAS, Themes being highlighted for National
19Apprenticeship Week 2023 include apprenticeships for youth,
20apprenticeships in new and emerging industries, expanding
21apprenticeships to underserved populations, women in
22apprenticeships, and apprenticeships for veterans; therefore,
