HOUSE RESOLUTION
2 WHEREAS, 32,909 Americans with intellectual and
3developmental disabilities (ID/DD) lived in 162 large,
4state-operated facilities - with 16 beds or more - in 42 states
5as of June 30, 2009; and
6 WHEREAS, Persons with ID/DD have a fundamental right to be
7given a choice in services that provide respect and dignity;
8and
9 WHEREAS, Persons with ID/DD have the right to live in the
10least restrictive environment consistent with Olmstead v.
11L.C., 527 U.S. 581 (1999); and
12 WHEREAS, Individuals with ID/DD living in integrated
13community settings are afforded an improved quality of life and
14higher level of personal independence; and
15 WHEREAS, It is cost effective to move persons with ID/DD
16from large, state-operated facilities to home and
17community-based services (HCBS) waiver settings; and
18 WHEREAS, Average costs in 2009 totaled $196,735 per
19person/per year in state-operated facilities, versus $43,969
20per person/per year in HCBS waiver settings, a 77.7% cost

1savings; and
2 WHEREAS, The federal government provides funding to assist
3in moving persons with ID/DD from state-operated facilities to
4HCBS waiver settings; and
5 WHEREAS, 10 states, plus the District of Columbia, have
6already closed their large state-operated facilities for
7Americans with ID/DD; therefore, be it
8 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
9NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
10Illinois in 2012 takes action in a caring, comprehensive manner
11to transition State-operated facilities for persons with
12intellectual and developmental disabilities as appropriate,
13and to ensure care in the least restrictive environment; and be
14it further
15 RESOLVED, That suitable copies of this resolution be
16presented to the Governor, to the Secretary of the Department
17of Human Services, and to members of the Illinois Congressional
18delegation.
