HOUSE RESOLUTION
2 WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Patrick
4Bouvair Owens of Chicago, who passed away on August 18, 2015;
5and
6 WHEREAS, Patrick Owens was born in Chicago on July 15, 1964
7to Georgia Mae Dawkins; he attended Jenner Grammar School,
8where he played the tenor saxophone and community basketball,
9and graduated from Wells High School; he attended Northeastern
10Illinois University, where he was a member of the Phi Beta
11Sigma Fraternity and remained active in the Phi Sigma Alumni
12Chapter all his life; he married Keteena on August 25, 1990;
13and
14 WHEREAS, Patrick Owens had many career opportunities,
15including working for Pitney Bowes, Affirmative Insurance, and
16the City of Chicago; and
17 WHEREAS, Patrick Owens was a member of Chicago Fellowship
18of Friends Church when he was young and of Greater New St.
19James Baptist Church for 20 years later in life, where he
20served as Chairman of the deacon board and sang in the men's
21choir; most recently, he was a member of Lifeline Church in
22Cicero; he and his wife founded Divine Connection Christian

1Ministry; and
2 WHEREAS, Patrick Owens enjoyed vacationing with his
3family, frequenting Walt Disney World and Wisconsin Dells; he
4also enjoyed maintaining family traditions such as
5Thanksgiving dinner, Christmas Day brunch, baking his "famous"
6caramel cakes, and hosting the "Patnic"; and
7 WHEREAS, Patrick Owens was preceded in death by his mother;
8and
9 WHEREAS, Patrick Owens is survived by his wife, Keteena;
10his children, Bouvair and Trinity; his 5 brothers, Michael
11Owens (Sharon), Eugene Owens (Sheltanya), Aaron Owens, Chris
12Owens (Rose), and John Dawkins; his granddaughter, Mya; his
13mother-in-law, Hattie "Ms. G" Johnson; his sister-in-law,
14Kentavia; his niece, Zharia; and a host of nieces, nephews,
15Godchildren, family, fiends, and the Brothers of Phi Beta
16Sigma; therefore, be it
17 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
19mourn the passing of Patrick Bouvair Owens, and extend our
20sincere condolences to his family, friends, and all who knew
21and loved him; and be it further
