3 | Representatives are pleased to congratulate the Honorable Fred | ||||||
4 | L. Foreman on the occasion of his retirement as Chief Judge of | ||||||
5 | Lake County; and

6 | WHEREAS, Judge Foreman has an extensive employment history | ||||||
7 | within the legal community; he served as Assistant Lake County | ||||||
8 | Public Defender from 1974 to 1976, Assistant Lake County States | ||||||
9 | Attorney from 1976-1979, solo practitioner in Lake County from | ||||||
10 | 1979-1980, States Attorney for Lake County from 1980 to 1990, | ||||||
11 | United States Attorney of Lake County for the Northern District | ||||||
12 | of Illinois from 1990 to 1993, senior partner at Freeborn & | ||||||
13 | Peters from 1993 to 2004, Circuit Judge Lake County from 2004 | ||||||
14 | to present, Deputy Chief Judge from 2007 to 2008, Presiding | ||||||
15 | Judge Felony Division from 2008 to 2010, Acting Chief Judge | ||||||
16 | from 2010 to 2011, Chief Judge Elect from 2011 to 2012, and | ||||||

23 | of Lake County, the Boy Scouts of America, The Lambs Farm, the | ||||||
24 | YMCA, Carroll College in Waukesha, Wisconsin, and the American | ||||||
25 | Prosecutors Research Institute; he has served as President of |

1 | the Lake County Republican Federation and been an elected | ||||||
2 | delegate to the Republican National Convention in 1984 and | ||||||
3 | 1988; and

4 | WHEREAS, Judge Foreman has published legal writings | ||||||
5 | through the Distinguished Faculty National College of District | ||||||
6 | Attorney Bates College of Law, the University of Houston, and | ||||||
7 | the College of Lake County; he has lectured at the National | ||||||
8 | College of District Attorney's Advocacy on Management, Ethics, | ||||||
9 | and Administration; and

10 | WHEREAS, Judge Foreman has been married for 42 years; he | ||||||
11 | has one son and 3 grandchildren and resides in Lake County and | ||||||
12 | Door County, Wisconsin; he was born in 1948 and received his | ||||||
13 | Bachelor of Science and Bachelor of Arts in 1971 from Carroll | ||||||
14 | College in Waukesha, Wisconsin and his Juris Doctor from The | ||||||
15 | John Marshall Law School in 1974; he was admitted to the State | ||||||
16 | of Illinois Bar in 1974, the United States Court of | ||||||
17 | Appeals-Seventh Circuit in 1974, the United States Supreme | ||||||
18 | Court Bar in 1981, and the State of Wisconsin Bar in 1997; | ||||||
19 | therefore, be it

20 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
21 | NINETY-EIGHTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
22 | we congratulate the Honorable Fred L. Foreman on his retirement | ||||||
23 | as Chief Judge of Lake County; and be it further
