Bill Title: Resolves that there is created a task force to examine the advisability of consolidating the Department of Human Services' Divisions of Mental Health, Alcohol and Substance Abuse, and Developmental Disabilities into a new Division of Behavioral Health within the Department of Healthcare and Family Services as a cost-effective way to create systematic efficiencies within the State's healthcare system.

HOUSE RESOLUTION
2 WHEREAS, There are many inefficiencies in the healthcare
3industry within the State of Illinois; and
4 WHEREAS, It is important to identify possible efficiencies
5that can produce savings to the State in the area of
6healthcare; and
7 WHEREAS, In regards to the costs of the uninsured and from
8observations of trends within the healthcare industry, the
9consolidation of certain divisions within State agencies is
10viewed as a cost-effective way to create systematic
11efficiencies; and
12 WHEREAS, Given the direction Illinois and other states are
13taking as they move toward healthcare integration and a
14complete system of care for Medicaid services, the Department
15of Human Services' Divisions of Mental Health, Alcohol and
16Substance Abuse, and Developmental Disabilities have been
17identified for consolidation into a new Division of Behavioral
18Health within the Department of Healthcare and Family Services
19for the following reasons:
20 (1) to eliminate redundant infrastructure by
21 consolidating information technology and claims processing
22 into one comprehensive system that works;

1 (2) to eliminate redundant administrative positions;
2 (3) to reduce administrative overheard costs;
3 (4) to ensure care coordination for Medicaid
4 enrollees;
5 (5) to streamline enrollment processes for consumers;
6 (6) to streamline claims processing by requiring all
7 service providers to report and to bill to one entity for
8 all of the healthcare needs of Medicaid enrollees;
9 (7) to increase provider accountability by producing
10 accurate data of service provider outcomes and measures;
11 and
12 (8) to achieve the goal of less administrative overhead
13 for providers, resulting in more individuals served with no
14 new expenditures; therefore, be it
15 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17there is created a task force to examine the advisability of
18consolidating the Department of Human Services' Divisions of
19Mental Health, Alcohol and Substance Abuse, and Developmental
20Disabilities into a new Division of Behavioral Health within
21the Department of Healthcare and Family Services; and be it
22further
23 RESOLVED, That the task force shall consist of 9 members, 3
24of whom shall be appointed by the Speaker of the House of

1Representatives, 3 of whom shall be appointed by the Minority
2Leader of the House of Representatives, and 3 of whom shall be
3appointed by the Governor, all of whom shall serve without
4compensation; and be it further
5 RESOLVED, That the Department of Human Services and the
6Department of Healthcare and Family Services shall provide
7administrative and other support to the task force; and be it
8further
9 RESOLVED, That the task force shall report its findings to
10the House Human Services Committee on or before June 1, 2013;
11and be it further
12 RESOLVED, That a suitable copy of this resolution be
13presented to the Director of the Department of Healthcare and
14Family Services and the Secretary of the Department of Human
15Services.
