2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of John | ||||||
4 | Terry "Bones" Allan of Collinsville, who passed away on | ||||||
5 | December 11, 2024; and
| ||||||
6 | WHEREAS, Terry Allan was born in East St. Louis to Elmer | ||||||
7 | and Constance (Genetti) Allan on January 22, 1943; he | ||||||
8 | graduated from Collinsville High School in 1961; he married | ||||||
9 | Mary Therese Frauenfelder in 1967; and
| ||||||
10 | WHEREAS, Terry Allan worked at Viviano's grocery store and | ||||||
11 | surrounding stores as a meat cutter for Local 88 and Local 534 | ||||||
12 | from 1968 to 1975; he was a car salesman for Bo Beuckman Ford, | ||||||
13 | Elmer Molitor, and Jack Schmitt Ford from 1975 through 1988; | ||||||
14 | and
| ||||||
15 | WHEREAS, Terry Allan was elected Collinsville Township | ||||||
16 | Clerk in 1977 and served for four years; he served as | ||||||
17 | Collinsville Township Supervisor for 39 years from 1981 | ||||||
18 | through March 2020; he generously volunteered his time to help | ||||||
19 | many organizations in the Collinsville, Maryville, and other | ||||||
20 | Metro East areas, serving as chairman, vice chairman, | ||||||
21 | treasurer, and board member for the Madison County Transit | ||||||
22 | District for a 34 year span, as a committeeman for the Metro |

1 | East Regional Storm Water District and Madison County Public | ||||||
2 | Aid Appeal, as past president and secretary of the Madison | ||||||
3 | County Township Officials, and as past president of the | ||||||
4 | Collinsville Democrat Club; and

5 | WHEREAS, Terry Allan attended Missouri Auction School in | ||||||
6 | Kansas City, Missouri to become an auctioneer in 1982; he and | ||||||
7 | Mary were the owners of Allan Auction Service for 38 years from | ||||||
8 | 1982 to 2020 with the children, grandchildren, and many | ||||||
9 | special family and friends helping at each sale; he was a | ||||||
10 | member of state and national auctioneer associations and was | ||||||
11 | past president, secretary, and treasurer of the Local Region | ||||||
12 | of the Illinois Auctioneer Association; and
| ||||||
13 | WHEREAS, Terry Allan had a vivacious love for life and his | ||||||
14 | community, and his true passion was for helping those in need; | ||||||
15 | he was a member and ex-officio of the Collinsville Chamber of | ||||||
16 | Commerce and worked with the Troy, Maryville, St. Jacob, and | ||||||
17 | Marine Chamber of Commerce; and
| ||||||
18 | WHEREAS, Terry Allan received numerous awards and | ||||||
19 | recognitions over the years, including the Paul Harris | ||||||
20 | Fellowship Award from the National Rotary Club, the 2005 | ||||||
21 | Wilkerson Chapel A.M.E. Church Golden Spirit Award, the Local | ||||||
22 | Collinsville Lions Club Award, the Kimmel Award, and the 2010 | ||||||
23 | Spirit of Excellence Award; and

1 | WHEREAS, Terry Allan was affectionately known as "Bones"; | ||||||
2 | he loved spending quality time with family and friends and | ||||||
3 | enjoyed hosting gatherings; he loved to fish and was known for | ||||||
4 | his BBQ and grill master skills; during the holidays, he | ||||||
5 | brought joy and smiles to hundreds of children and the elderly | ||||||
6 | when he visited them as Santa; and
| ||||||
7 | WHEREAS, Terry Allan was preceded in death by his parents; | ||||||
8 | his in-laws, Harry and Eileen (Berkley) Frauenfelder; his | ||||||
9 | brother, William Allan; his brothers-in-law, Warren Billhartz, | ||||||
10 | John Frauenfelder, and Robert Modlin; and his sister-in-law, | ||||||
11 | Janice Frauenfelder; and
| ||||||
12 | WHEREAS, Terry Allan is survived by his wife of 57 years, | ||||||
13 | Mary; his daughter, Teri (Mike) Picchioldi; his daughter, | ||||||
14 | Jeana (Jim) Heyden; his son, Luke (Beth) Allan; his | ||||||
15 | grandchildren, Joel (Yenny) Blaies, Lauren (Anthony) Randazzo, | ||||||
16 | Nicole Picchioldi, Kailey (Ryan) Onesky, Megan (Tyler) Auten, | ||||||
17 | Luke (Samantha) Allan, Paige Allan, and Danica Allan; his | ||||||
18 | great-grandchildren, Amelie Blaies, Zoe Blaies, Blaine | ||||||
19 | Randazzo, Raife Randazzo, Blake Randazzo, and Baby Auten due | ||||||
20 | in June 2025; his brothers, Thomas (Billie) Allan and Edward | ||||||
21 | (Annette) Allan; his sisters, Marybeth Allan and Marcia | ||||||
22 | Billhartz; his sister-in-law, Sally Allan; his | ||||||
23 | brothers-in-law, Harry Joe and Ron (Laurel) Frauenfelder; many |

1 | dear cousins, nieces and nephews, great-nieces, great-nephews, | ||||||
2 | great-great nieces, great-great-nephews, and cherished | ||||||
3 | friends; and the Collinsville Township family and auction | ||||||

5 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
6 | HUNDRED THIRD GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
7 | we mourn the passing of John Terry "Bones" Allan and extend our | ||||||
8 | sincere condolences to his family, friends, and all who knew | ||||||
