2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are saddened to learn of the death of Bishop | ||||||
4 | Charles Richard Phillips of Aurora, who passed away on December | ||||||
5 | 2, 2016; and
| ||||||
6 | WHEREAS, Bishop Phillips was born in Holly Springs, | ||||||
7 | Mississippi to Joseph and Velma Phillips on February 14, 1948; | ||||||
8 | he moved to Aurora at a young age; he studied Christian | ||||||
9 | Education at Moody Bible Institute in Chicago; he received his | ||||||
10 | diploma from the American Association of Christian Counselors | ||||||
11 | and earned his Bachelor of Arts and Masters of Arts in Ministry | ||||||
12 | from the Newburgh Theological Seminary; and
| ||||||
13 | WHEREAS, Bishop Phillips was consecrated in the Bishopric | ||||||
14 | at the Hilton Memorial Chapel in Dale City, Virginia by the | ||||||
15 | Lord's Churches, Fellowship and Ministries, Inc.; in 1988, he | ||||||
16 | organized the New Covenant Apostolic Ministry which later | ||||||
17 | became New Covenant Full Gospel Church; he owned and managed | ||||||
18 | the Covenant House Transitional Living Facility for Men in | ||||||
19 | Aurora; and
| ||||||
20 | WHEREAS, Bishop Phillips was owner, operator, and manager | ||||||
21 | of Phillips Hair Studio in Aurora for over 30 years; and

1 | WHEREAS, Bishop Phillips served as President of the | ||||||
2 | Neighborhood Inner Circle Association; he was elected in 2011 | ||||||
3 | as the President of the Fox Valley Christian Ministerial | ||||||
4 | Alliance in Aurora; and
| ||||||
5 | WHEREAS, Bishop Phillips was preceded in death by his | ||||||
6 | parents; and
| ||||||
7 | WHEREAS, Bishop Phillips is survived by his wife, L. Marie | ||||||
8 | Phillips; his children; and other family members and friends; | ||||||
9 | therefore, be it
| ||||||
10 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
11 | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
12 | mourn the passing of Bishop Charles Richard Phillips, and | ||||||
13 | extend our sincere condolences to his family, friends, and all | ||||||
14 | who knew and loved him; and be it further
| ||||||
15 | RESOLVED, That a suitable copy of this resolution be | ||||||
16 | presented to the family of Bishop Phillips as an expression of | ||||||
17 | our deepest sympathy.
