Bill Title: Amends the Professional Counselor and Clinical Professional Counselor Licensing and Practice Act. Provides for the designation of counselors in training by the Department of Financial and Professional Regulation and sets forth qualifications for counselors in training. Provides that all billing for services provided by the counselor in training shall be under the license of the supervising licensed clinical professional counselor. Provides that the counselor in training designation shall expire one year after the date the person was designated as a counselor in training. Provides that the Department shall develop the requirements for supervision of counselors in training.

AN ACT concerning regulation.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Professional Counselor and Clinical
Professional Counselor Licensing and Practice Act is amended
by adding Section 46 as follows:
(225 ILCS 107/46 new)
Sec. 46. Counselor in training.
(a) The Department shall designate a person as a counselor
in training and authorize the practice of professional
counseling under the supervision of a licensed clinical
professional counselor to an applicant who:
(1) has applied in writing on the prescribed form and
has paid the required fee;
(2) is at least 21 years of age and has not engaged in
conduct or activities that would constitute grounds for
discipline under this Act;
(3) holds a master's degree in mental health
counseling from a program accredited by the Council for
Accreditation of Counseling and Related Educational
Programs;
(4) has submitted all transcripts and test scores
required by the National Board for Certified Counselors;

(5) has identified an approved supervising licensed
clinical professional counselor who has signed the
application; and
(6) has paid the fees required by this Act.
(b) The counselor in training designation shall expire one
year after the date the person was designated as a counselor in
training.
(c) All billing for services provided by the counselor in
training shall be under the license of the supervising
licensed clinical professional counselor.
(d) The Department shall develop, by rule, the
requirements for the supervision of counselors in training
under this Section.
