Bill Title: Amends the Public Community College Act. Requires the student member of the Board of Trustees of Community College District No. 536 to be a voting (rather than nonvoting) student member. Permits the board of trustees of any other community college district to elect to allow a student member to be a voting student member. Provides that if a board decides to terminate or not renew the employment contract of the president of a community college, then, for one year after the decision was voted upon, no person who was a member of the board at the time of the vote may be selected to serve as president of the community college. Makes related changes. Effective immediately.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The School Code is amended by changing Section | ||||||
5 | 3-16 as follows:

6 | (105 ILCS 5/3-16) | ||||||
7 | Sec. 3-16. Grants to alternative schools, safe schools, and | ||||||
8 | alternative learning opportunities programs. The State Board | ||||||
9 | of Education, subject to appropriation, shall award grants to | ||||||
10 | alternative schools, safe schools, and alternative learning | ||||||
11 | opportunities programs operated by a regional office of | ||||||
12 | education. For fiscal year 2018, to To calculate grant amounts | ||||||
13 | to the programs operated by regional offices of education, the | ||||||
14 | State Board shall calculate an amount equal to the greater of | ||||||
15 | the regional program's best 3 months of average daily | ||||||
16 | attendance for the 2016-2017 school year or the average of the | ||||||
17 | best 3 months of average daily attendance for the 2014-2015 | ||||||
18 | school year through the 2016-2017 school year, multiplied by | ||||||
19 | the amount of $6,119. For fiscal year 2019, to calculate grant | ||||||
20 | amounts to the programs operated by regional offices of | ||||||
21 | education, the State Board shall calculate an amount equal to | ||||||
22 | the greater of the regional program's best 3 months of average | ||||||
23 | daily attendance for the 2017-2018 school year or the average |

6 | Enrollment Recognition is greater than the amount of the | ||||||
7 | regional office of education program's Base Funding Minimum for | ||||||
8 | fiscal year 2018 or fiscal year 2019 , calculated under Section | ||||||
9 | 18-8.15, then the State Board of Education shall pay the | ||||||
10 | regional program a grant equal to the difference between the | ||||||
11 | regional program's Regional Program Increased Enrollment | ||||||
12 | Recognition and the Base Funding Minimum for fiscal year 2018 | ||||||
13 | or fiscal year 2019, respectively . Nothing in this Section | ||||||
14 | shall be construed to alter any payments or calculations under | ||||||
15 | Section 18-8.15.
